Organization Description Sustainable Soil for Life Association (SSLA) is a Cambodian Association that works with poor vulnerable Cambodian people, youth, and communities in rural areas to bring about economic, social and environmental change towards sustainability. Sustainable Soil for Life Association is a NGO that actively supports smallholder farmers and young people to improve sustainable food systems in Northwestern Cambodia based on Agroecology principles. Sustainable Soil for Life Association is a local NGO registered under the Ministry of Interior (MoI) of Cambodia, registration no. 1491, on 03 June 2021. Fundraising Specialist

Position Summary

SSLA is seeking an experienced Fundraising Specialist to lead our fundraising efforts and develop our programs on a consultancy basis. The ideal candidate will have a proven track record of securing substantial funding for resilient livelihoods, skills development, vocational education, entrepreneurship, and development programs. You will possess a deep understanding of the donor landscape in Cambodia and internationally.

Expectations - Duties, Responsibilities
  • Fundraising Strategies
  • Develop and implement comprehensive fundraising strategies to achieve funding targets and ensure financial sustainability. 
  • Contribute to organizational strategic planning in close collaboration with the management team and stakeholders. 
  • Provide regular updates to management and program teams on funding opportunities, trends, and donor strategies. 
  • Donor Relations and Partnerships
  • Identify and research potential donors aligned with SSLA's program priorities, including international NGOs, development agencies, foundations, and philanthropic organizations. 
  • Build and cultivate relationships with potential donors through targeted communication, outreach, workshops, events, site visits, and presentations. 
  • Maintain strong relationships with existing donors through recognition, reporting, and engagement opportunities. 
  • Represent SSLA at relevant events and conferences. 
  • Proposal Development
  • Collaborate with the Executive Director, senior management, and stakeholders throughout the proposal development process. 
  • Work closely with the M&E focal point to incorporate robust monitoring and evaluation plans. 
  • Produce high-quality proposals demonstrating impact, innovation, and alignment with SSLA's priorities and donor requirements. 
  • Develop detailed budgets, work plans, and logical frameworks, ensuring compliance with donor requirements.
  • Oversee proposal submissions and maintain proactive communication with donors. 
  • Capacity Strengthening
  • Provide capacity building and training for staff on donor compliance, proposal writing, and reporting standards. 
  • Share knowledge and insights with the management team to enhance fundraising capacity.
Requirements - Skills, Qualifications, Experience
  • Proven experience in proposal and report writing, with successful donor engagement. 
  • Strong understanding of the Cambodian and international donor landscape, including compliance, reporting, and financial management requirements. 
  • Excellent writing, communication, organizational, and project management skills. 
  • Relevant university degree in international development, business, communications, etc. 
  • Experience in capacity development and training, with an emphasis on compliance and documentation. 
  • Ability to work collaboratively, build relationships, and adapt communication styles. 
  • Detail-oriented, with a commitment to quality and accuracy. 
  • Proactive and strategic thinker with strong problem-solving skills. 
  • Strong cultural awareness and ability to engage with diverse teams and partners. 
  • Fluency in English is essential; fluency in Khmer is highly preferred.
 
 

Finance Officer

Position Summary

The Senior Finance Officer has overall responsibility for supporting the finance functions for the SSLA Office. The Senior Finance Officer responsibilities include internal control, accounting data base management, reconciliation and verification of payment, staff training, and management, budget and treasury and cash management functions.

Expectations - Duties, Responsibilities
  • Cash/Bank – Management
  • Support in processing of bank and cash transactions.
  • Review payment vouchers to ensure completeness and accuracy of documentation.
  • Perform weekly cash count and ensure that documentary evidence is duly approved.
  • Review multi-currency cashbooks as well as cash and bank reconciliation monthly.
  • Facilitate the field office on cash needs and related issues.
  • Internal Control
  • Ensures that all policies and procedures are following SSLA polies and funding source policies, procedures, and requirements.
  • As required establishes finance and supporting function policies, systems, and procedures, and directs or performs their development, documentation, and implementation.
  • Manages the finance staff activities and schedules to meet the financial reporting requirements and deadlines as per SSLA and donors’ policies.
  • Closely monitors all financial activities and keeps the Finance Manger advised on all situations which have the potential for a negative impact on internal controls or financial performance.
  • Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
  • Payment Processing and Payroll.
  • Review payments to the set limit ensure completeness and adherence to procurement procedures and minimum documentation.
  • Supervisor to ensure payments are properly recorded on the tracking sheet.
  • Ensure timely processing of payments to vendors and beneficiaries.
  • Represent finance during tender committees.
  • Support field offices with allowance review and approval
  • Review monthly payroll to ensure accuracy of the data and tax compliance.
  • Treasury and Cash Flow Management
  • Coordinate bank related instructions including user additions and deletion as well as Supervises all bank account activities including negotiation of fees, interest, and currency exchange rates.
  • Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliations.
  • Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses.
  • Document Management
  • Review internal system of record retention to ensure compliance with SSLA's policy and the local laws.
  • Ensure maintenance of uniform standards for documentation, including forms, support documents etc.
  • Ensure sufficient procedures for retention of documents, proper and systematic filing for ease of access.
  • Control access to financial records to authorized staff only.
  • Month End Close-out
  • Coordinate the monthly close-out process.
  • Review monthly field financial report against the original documents before posting the same on Quickbook system.
  • Review adjustment Journals to ensure accurateness posting on Quickbook system.
  • Review monthly balance sheet reconciliation and follow-up on the outstanding items.
  • Staff Training
  • Assist the Finance Manager in developing and conducting regular training sessions on accounting procedures, procurement procedures and donor regulations.
  • Key Result Areas
  • Strengthen and maintain the integrity of finance systems, ensuring smooth financial operations for supporting program work, updating and generating timely financial information to the management, donors, partners and other organizational levels.
Requirements - Skills, Qualifications, Experience
  • Bachelor's degree in Accounting or related field
  • Minimum of 5 years of experience in Finance Department.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs and the general public.
  • Ability to effectively use computer software including financial management applications and Microsoft Office. Demonstrated high proficiency with Excel spreadsheet applications is required.
  • Fluency in written and speak English languages is required.
