Fund Development & Communication Manager (Urgent)

Position Summary

The Fund Development & Communication Manager leads national fundraising and communication efforts to support the organization’s 2026–2028 strategic priorities. The role oversees donor relations, institutional fundraising, corporate partnerships, grant acquisition, brand development, and public communication. The manager ensures that all fundraising and communication activities advance SOS Cambodia’s shift to community-based care, expansion of Family Strengthening Programs, and development of social enterprises.

The position is reported directly to the National Director. Sh/he works closely with the Deputy National Director (DND), Program Manager, Project/Provincial Program Manager, Operation Manager, Finance, HR department, and PSA partners.

Duties & Responsibilities:
  • Resource Mobilization Strategy
  • Lead the development and implementation of an annual fundraising plan aligned with the NSP 2026–2028.
  • Identify and pursue funding opportunities from institutional donors, foundations, embassies, UN agencies, INGOs, and private sector partners.
  • Strengthen donor diversification to reduce dependence on PSAs
  • Grant Acquisition & Management
  • Prepare and submit high-quality concept notes, proposals, budgets, and donor reports.
  • Coordinate with program teams to ensure proposals reflect community-based care, youth development, family strengthening, climate resilience, and social enterprise goals.
  • Oversee grant compliance, contract management, and reporting schedules.
  • Corporate Partnerships & Philanthropy
  • Build long-term relationships with national and international companies.
  • Develop CSR packages, sponsorship models, workplace giving, and cause-related marketing opportunities.
  • Manage major donor cultivation and stewardship plans.
  • Social Enterprise Support
  • Work with the Social Enterprise Manager to position new initiatives (e.g., Kampot, Prey Veng, Ratanak Kiri feasibility studies) for donors and investors.
  • Produce investment briefs and promotional materials.
  • Communication & Branding
  • Communication Strategy
  • Lead the national communication strategy and annual communication calendar.
  • Strengthen SOS Cambodia’s digital presence on websites, social media, and public platforms.
  • Ensure all communication aligns with the global SOS brand and safeguarding standards.
  • Media & Public Relations
  • Manage relationships with media outlets, journalists, influencers, and communication partners.
  • Prepare press releases, talking points, crisis communication notes, and public statements.
  • Support high-level events, national campaigns, advocacy days, and youth engagement activities.
  • Content Production
  • Oversee production of stories, videos, newsletters, reports, and communication materials.
  • Lead ethical storytelling practices and consent procedures.
  • Highlight impact stories from community-based care, family strengthening, and youth programs.

  • Support ND and DND to strengthen staff communication and organizational visibility.
  • Ensure communication materials for PSAs meet quality and branding expectations.

  • Maintain a donor CRM system for tracking prospects, contributions, and engagement.
  • Ensure timely donor reporting and appreciation communications.
  • Coordinate donor visits to program locations with a focus on safety, transparency, and alignment with safeguarding rules.

  • Supervise the Fundraising and Communication team members.
  • Facilitate fundraising and branding capacity-building for program teams.
  • Work closely with PSAs (Sweden, Denmark, Hong Kong, etc.) to coordinate global fundraising initiatives.

  • Collaborates with Program Manager, Project/Program Manager, and M&E teams to develop proposals, track results, and produce donor reports.
  • Coordinate with the Finance Department on budgeting, grant compliance, and financial reporting.
  • Works with the HR&OD team on staff communication, branding requirements, and internal culture-building initiatives.
  • Supports the Social Enterprise Manager on investor engagement, promotional materials, and resource mobilization for new initiatives.
  • Supervises fundraising and communication team members and provides ongoing guidance.

  • Maintains regular communication with Program Support Associations (PSAs), including SOS Sweden, SOS Denmark, SOS Hong Kong, and others.
  • Builds and maintains relationships with donors, embassies, foundations, UN agencies, INGOs, and private sector partners.
  • Engages with media outlets, journalists, communication partners, and event organizers for visibility and advocacy.
  • Coordinates with government counterparts when needed, especially on communication, events, and donor visits.
  • Works with consultants, creative agencies, designers, and content producers as required.

  • Adhere to SOS Child & Youth Safeguarding Policy and Code of Conduct.
  • Report any suspected safeguarding risks immediately.
  • Ensure all HR & payroll processes uphold safeguarding standards, especially regarding safe recruitment.

Qualifications:
  • Bachelor's Degree in communications, marketing, international development, business, or a related field.
  • Master's Degree is preferred

  • At least 5–7 years of experience in fundraising, resource mobilization, donor relations, communication, or marketing.
  • Proven record of securing grants from institutional donors, embassies, or international NGOs.

HR & Payroll Officer

Position Summary

The HR & Payroll Officer is responsible for managing the full payroll process for all SOS Children’s Villages Cambodia staff and ensuring salaries, benefits, and deductions are accurate and compliant with Cambodian Labour Law and organisational policies. The role maintains confidential employee records, updates HR information systems, supports recruitment and onboarding, and coordinates closely with Finance on monthly payroll reconciliation. This position reports directly to the Deputy National Director and is one of the designated roles permitted to access salary information. The HR & Payroll Officer must demonstrate high integrity, accuracy, and discretion while providing timely HR support to staff across all SOS Children’s Villages Cambodia.

Duties & Responsibilities:
  • Payroll Management
  • Prepare and process monthly payroll for all staff and service contract
  • Maintain accurate records of salary, allowances, benefits, deductions, and overtime.
  • Coordinate with Finance to verify salary expense codes and bank transfer files.
  • Review and update payroll changes such as promotions, contract renewals, salary adjustments, and staff exits.
  • Ensure compliance with the Cambodian Labour Law, Tax on Salary, NSSF, and internal orgainational policies.
  • Prepare regular payroll reports for DND and Operations Director (OD).
  • HR Administration
  • Maintain and update HRIS, personnel files, and staff records.
  • Track contract dates, probation periods, and performance appraisal schedules.
  • Prepare HR-related letters: employment confirmation, contract extensions, transfers, and resignation acceptance.
  • Support recruitment tasks, including posting vacancies, screening documents, organizing interviews, and preparing job offers.
  • Assist in onboarding and offboarding processes.
  • Compliance and Confidentiality
  • Ensure strict confidentiality of staff salary data, benefits, contracts, and personal information.
  • Restrict access to payroll data as approved.
  • Monitor compliance with HR policies, safeguarding policies, and donor requirements.
  • Support internal and external audits by preparing accurate HR & payroll documentation.
  • Report irregularities or potential risks to the DND immediately.

  • Respond to staff inquiries related to salary, leave balances, NSSF, and other benefits.
  • Guide staff on HR processes and policies.
  • Coordinate with NSSF and insurance providers on staff benefits and claims.

Cashier

Position Summary

The Cashier is responsible for the safe handling, recording, and daily management of cash transactions for SOS Cambodia. The role ensures that all cash payments and receipts are properly authorized, documented, recorded, and reconciled in line with SOS Cambodia's financial policy, internal control standards, and audit requirements.The Cashier plays a critical role in preventing financial risk, maintaining transparency, and supporting smooth program and village operations.

Reports to : Finance Officer/Project Manager

Duty Location : SOS Children Village Phnom Penh

Department : Family Like Care (FLC)

Duties & Responsibilities:
  • Cash management
  • Maintain the official cash box and always ensure its physical security.
  • Receive and disburse cash strictly based on approved payment requests.
  • Verify the completeness of supporting documents before any payment.
  • Issue official receipts for all cash received.
  • Ensure no payment is made without proper authorization.
  • Documentation and recording
  • Record all cash transactions daily in the cashbook.
  • Ensure vouchers are correctly numbered, filed, and supported by receipts.
  • Maintain clear, organized, and audit-ready filing of all cash documents.
  • Stamp “PAID” on all paid vouchers and supporting documents.
  • Daily and monthly reconciliation
  • Conduct daily cash count and reconcile with the cashbook balance.
  • Prepare monthly cash reconciliation for review by the Finance Officer
  • Immediately report any discrepancy to the supervisor
  • Support surprise cash counts and internal audits.

Position Summary

Department : Early Childhood Development

The Kindergarten Teacher is responsible for providing a safe, nurturing, and stimulating learning environment for young children aged 3–6 years. The teacher delivers the approved early childhood curriculum through play-based and child-centered methods, supports children’s social, emotional, and cognitive development, and ensures full compliance with safeguarding, child protection, and SOS Cambodia School policies.

Duties & Responsibilities:

  • Deliver the approved kindergarten curriculum in line with MoEYS guidance and SOS School standards.
