LWB Cambodia was established in 2016 to support children through education and medical services. Foster care was later established to provide a family environment and support to children who have survived severe exploration and human rights abuse, and/or abandonment and to support foster families working with these children.

LWB Cambodia is committed to caring for the whole child through long term placements through protection, recovery, empowerment and community integration, also providing education and medical care as required.

Department Description:

Case Management is central to LWB Cambodia’s long term strategy to provide high quality holistic care to the children and families served by our foster care program. LWB strives to ensure that each child can access the services they require in order for them to heal and move forward in the community, whilst working on improving working practices along the way.

It is our aim to deliver the best working practices possible, working with outside agencies where applicable.

Staff must ensure they represent Love Without Boundaries in an ethical way at all times.

Foster Care Case Manager (2 Positions)

Position Summary

Position Reports To: Primary reporting line will be to: LWB Strategic Director and Associate Strategic Directors along with Cambodian In-country Director. Regular liaison will be required with: The rest of the Case Manager Team and Foster Care Legal Team; government departments; outside counsellors and relevant organisations and NGOs; the beneficiaries and their families.

Position Location: Based in Poipet with regular travel to rural areas.

Position Purpose: To provide quality reporting on the children in our foster care programs and to monitor the care of the children within the foster homes. You will also be required to prepare paperwork relating to the children in our care and attend meetings with other organisations and governmental bodies to discuss individual case studies. You will also be required to assist on family searches.

Expected Starting Salary & Band: $ to be negotiated depending on experience and English skills.

Expectations - Duties, Responsibilities
  • Work with the overseas Foster Care Team to prepare monthly reports for LWB for each child designated as being under your control and assist with others as required.
  • Work with LWB team to source suitable counselling for fostered children in the care of LWB Cambodia where necessary.
  • Build relationships and trust with the children and their foster families to promote healing and well-being for the children.
  • Conduct initial interviews with potential foster families to assess suitability to care for vulnerable children and their living
  • Educate and train foster families on the possible issues that might be experienced during the course of the placement.
  • Work within the Foster Care team to ensure birth certificates are obtained for children in LWB’s foster care program, by working with the relevant government departments or community leaders.
  • Work within the Foster Care team to ensure that all intake and exit paperwork etc is completed for the relevant authorities and/or LWB department.
  • Organise packages to support and enable fostered children to lead the fullest lives possible.
  • Work on short, medium and long term care plans for the children, including adoption and reintegration with families and implement follow up and monitoring procedures.
  • Work on the data input into the LWB Medida system for all children in foster care.
  • Maintain and organise an accurate record keeping system for case files and other documents.
  • Assess potential children for foster care and continue to review their situation.
  • Liaise with and make referrals to other organisations where applicable.
  • Participate in multidisciplinary meetings ie child protection, mental health etc.
  • Prepare initial reports on foster children for the Provincial Ministry of Social Affairs.
  • Work closely with other LWB staff as required.
  • Facilitate communications with government departments.
  • Represent LWB Cambodia at meetings.
  • Keep LWB informed on development regarding domestic and international adoption for children and on pilot foster care programs currently happening in Cambodia, along with family reunification and family preservation routes.
  • Help organise any trips deemed suitable for the foster children ie swimming trips, trips to dentist etc.
  • Facilitate trips to medic and/or hospital trips where necessary ensuring LWB team are kept updated as to progress and with any tests results.
  • Other tasks as are deemed necessary by LWB.

Work Environment:

  • The position is based in Poipet.
  • Multi tasking is required as a result of the many functions and demands of the program, team, children and families served by LWB’s foster care program.
  • Making assessments about the care, protection and safety of the children within our program and ensuring these are shared promptly with LWB personnel as required.
  • Working with many different personalities amongst the staff.
  • Making decisions quickly when needed.
  • Working and communicating with Khmer and English speaking children, families, organisations and LWB personnel.
  • The beneficiaries of the program are severely traumatised children. This work can be stressful and discouraging at times.
  • Sensitivity and ethical behaviour required when dealing with traumatised, abused and trafficked children and families.
  • Be proactive in your work!
