FLUCY Project Manager (1 Position)

- PRIMARY OBJECTIVE OF THE POSITION (Purpose of Job)
- The Project Manager for the Fullness of Life for Urban Children and Youth Project (FLUCY) will lead and manage the Project Coordinator to effectively and efficiently implement all project activities in the urban target areas, including Pour Sen Chey and Praek Phnov Khan/District in Phnom Penh Municipality. The Project Manager will work under the supervision of the Head of Program (HoP).
- DESCRIPTION OF POSITION RESPONSIBILITIES (Major Duties and Responsibilities)
- Coordinate the FLUCY project, providing timely support to field staff.
- Lead the design and implementation of youth-focused programs that promote social and economic inclusion.
- Develop and implement programs focused on TVET, entrepreneurship, and business skills for youth.
- Provide technical support and guidance for activities related to Social Entrepreneurship, Vocational Skills Development, Value Chains, and Education.
- Partner with employers, training providers, and financial institutions to enhance youth access to employment and entrepreneurship opportunities.
- Develop frameworks for entrepreneurship support, including start-up incubation and financial literacy training.
- Build relationships with stakeholders, including communities and local authorities.
- Prepare annual budgets and track project expenses.
- Ensure compliance with LHCO policies and prepare reports to evaluate project performance and impact.
- Minimum of 5 years in project management, youth development, TVET, or economic inclusion programs.
- Knowledge of TVET systems, business development, social entrepreneurship, and employment trends.
- Proven track record in managing donor-funded projects.
- Experience in project management, including needs assessment, planning, implementation, monitoring, and evaluation, as well as narrative report writing.
- Experience working with children, youth, and marginalized communities, especially in urban areas.
- Familiarity with Participatory Learning and Action (PLA) tools and knowledge of urban poor communities in Phnom Penh is desirable.
- Strong leadership and management skills.
- Proactive with a quick learning ability.
- Effective presentation, monitoring, evaluation, and communication skills.
- Proficient in English (both written and spoken) and computer literacy in MS Office applications.
- Flexible, proactive, and creative.
