Open Development Cambodia Organization (ODC) is the leading open data digital platform in Cambodia, which provides up-to-date and reliable data and information publicly available in a 'one-stop shop' in both Khmer and English. Following open data principles, the data and information are available to everyone at no cost and can be used, reused, and shared under a Creative Commons License. The purpose of ODC is to promote the use of accurate data for evidence-based decision-making processes, enhance government accountability and transparency, as well as encourage citizens’ participation in public affairs. ODC was conceived by the East-West Management Institute (EWMI) and officially registered as a local NGO in August 2015.

Position Summary

Open Development Cambodia Organization (ODC) is developing its Five-Year Strategic Plan. The consultancy aims to support ODC in developing a formal, actionable, and evidence-based Five-Year Strategic Plan. The plan will guide ODC’s organizational assessment, stakeholder engagement, strategy formulation, and the creation of a dual sustainability model consisting of ODC’s social arm and commercial arm from 2026 to 2030.

ODC is calling for submissions for the position of Five-Year Strategic Plan Consultant from interested applicants with consultancy experience. The Consultant will conduct assessment, establish the social arm and commercial arm strategic plan for ODC and deliver presentation and facilitate the workshops with ODC Board members and staff.

Expected Profile of Candidates
Languages:
  • English - Fluent
Work History:
  • At least of proven experience in strategic planning, organizational development, or related consultancy work for businesses, NGOs or civil society organizations for 5 years
Skills & Knowledge:
General & Technical Skills
  • Strong understanding of open data, digital governance, or transparency sectors is highly preferred.
  • Demonstrated skills in facilitation, analysis, and stakeholder engagement, with the ability to lead participatory and consultative processes.
  • Excellent command of written and spoken English.
