Finance Officer
The Finance Officer will support the project’s technical objectives, and assuring compliance with government, USAID, and Abt Associates requirements. The job will be based in Phnom Penh and will begin as soon as an appropriate candidate is identified.
- Check and review all invoices from suppliers with valid completed document
- Ensure that all payment vouchers are in order number with proper supporting document
- Support Finance Director to prepare on time monthly fund projection
- Review for correctness of all expense report submissions from employees
- Review for correctness of grant vouchers and deliverables from Grants Manager
- Prepare and make payment to suppliers, grantees, employees in a timely manner
- Prepare and submit monthly tax, tax payment, tax declaration (withholding tax, salary tax, E-VAT, E-filing)
- Prepare payment vouchers for petty cash transactions (USD & KHR)
- Perform weekly electronic scan and manage field office financial filing system
- Back up and acting for Finance Director when required.
- Other duties as assigned.
- A minimum 5 years of accounting and financial management experience
- Bachelor’s Degree in Accounting or Finance field with strong financial accounting knowledge is required
- Experience with Quicken and/or Quickbooks preferred
- Knowledge of USAID rules and procedures strongly preferred
- Ability to learn and adapt quickly, and work independently
- Strong analytical and interpersonal skills
- Ability to handle multiple tasks efficiently
- Excellent organizational and time management skills
- Very Good in English is required
- Minimum Qualifications
- Bachelor’s Degree in Accounting and 5+ years of experience or the equivalent combination of education and experience.
