The Building and Wood Workers Trade Union Federation of Cambodia (BWTUC) is an independent federation and neutral entity established in 2009 in Cambodia with 11,364 members from four sectors, including construction, brick kiln, artisan and wood. BWTUC’s vision is to see the respect of human rights, freedoms of association, equal right between men and women, and core labour standards for all Cambodian workers through association in the labour sector in promoting democracy and workers’ interests with employers as well the Royal government.

The Building and Wood Workers Trade Union Federation of Cambodia (BWTUC) is seeking a Finance Officer, who is dynamic and committed individual to work with BWTUC in finance office, which is based on the grants of LO-Norway project cooperation of 2024-2028.

Finance Officer

Position Summary

REPORT TO: BWTUC’s president and work closely with BWI’s project consultant.

Expectations - Duties, Responsibilities
  • Overall responsibilities and specific duties of Finance Officer in BWTUC Office includes but are not limited to:
  • Maintaining full set of accounts using the QuickBooks accounting software;
  • Maintaining Project Fund Accounting System based on the requirements of each donor;
  • Implementing best practice of accounting procedures and internal controls:
  • Authorization or approval process in financial transactions is strictly followed;
  • Original or proper supporting documents are produced and validated for every financial transaction;
  • Issuance of internal vouchers (payment vouchers, journal vouchers, official receipts, salaries slip, advance request form, etc) are strictly implemented;
  • Bank reconciliations and project balance reconciliations are carried on monthly basis;
  • Advance submission and liquidation are scrutinized and validated according to the planned expenditure or budget, and staff advance balances are updated and informed on regular basis;
  • Cash handling controls are strictly implemented and followed;
  • Financial statements of BWTUC accounts as well as project accounts are prepared and submitted to the President on monthly basis.
  • Financial and procurement guidelines are implemented and followed;
  • Good filing system are implemented;
  • Monitoring project expenditure closely and informing the President on any expected or incurred variances;
  • Maintaining good membership dues database system, monitoring the dues collections and submitting monthly reports to the President; and
  • Working closely with both internal (donors auditors) and external auditors and ensuring timely finalization of yearly external audit reports.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in accounting, finance, or related filed
  • Minimum 3 years of experiences in a role relevant to the field of financial/accounting with NGO/INGO
  • Verbal and writing proficiency in English and Khmer languages.
  • Experience with QuickBooks system is preferred.
  • Analysis, team building, motivation and decision making.
  • Strong communications, proactive, and positive work attitude
  • Competence in the Microsoft Office suite of program and accounting software
  • Initiative, honest and work hard within the flexible time.
  • Good problem solving and interpersonal skill.
