ERIKS Development Partner is a Swedish NGO promoting children's rights. ERIKS vision is to change the world by giving children the opportunity to realize their opportunities and to enjoy their rights. The NGO, founded in 1967, is based on Christian values. ERIKS carries out development projects for the promotion of children's rights to education, health and protection. In addition, it responds to humanitarian crises. ERIKS works in partnership with national NGOs for capacity building of civil society and a more relevant, effective and sustained implementation of its actions. In South East Asia, ERIKS operates in three countries; Cambodia, Laos and Myanmar. Some of the projects are financed by the Swedish International Development Agency (Sida) through the Swedish Mission Council (SMC). Since 2012, ERIKS has a regional office for Asia in Phnom Penh, Cambodia, where the, Regional Manager, Programme Monitoring Officers (PMOs) and Financial Monitoring Officer (FMO) are based. The regional office, with support from Programme Director based in ERIKS head office in Sweden, plays an important role in monitoring and supporting ERIKS NGO partners in the Asia region. Finance Monitoring Officer

Position Summary

Position Summary

She / he will have the position of follow up the work, support and strengthen the activities and capacities of local partners and contribute to the Financial of the role of ERIKS in the region. The work will be done in close collaboration with Regional Programme Monitoring Officers and Region Manager. This is a full-time position that will be based at the regional office in Phnom Penh with regional travel. The post will be filled from February or March 2023.

Expectations - Duties, Responsibilities
  • Strategic planning 5%
  • Participate in the elaboration of the regional office annual workplan
  • Contribute to the monitoring and annual reporting based on regional office workplan, particularly on partners’ finance and administration
  • Financial and administrative management 30%-Fin, 15%-Admin
  • Assist Regional Manager in elaboration of programme annual budget for the regional office
  • Assist Regional Manager in following up of the regional office annual budget
  • Analyse quarterly financial reports from partners and forward comments to Regional Manager
  • Support NGO partners 00%
  • Analyse budget proposals from partners
  • Suggest modifications in project proposals, specifically in budgets and give feedback to partners
  • Monitor partners’ compliance with agreements, especially financial and administrative rules and procedures
  • Make compliance control before disbursements
  • Communicate with partners on immediate clarifications or amendments in reports
  • Write feedback on partners’ reports
  • Follow up of action points and recommendations from report feedback and monitoring visits
  • Make admin and finance monitoring visits to partners on a half-yearly basis
  • Make monitoring visits to projects once, preferably in the first quarter of implementation
  • Write monitoring report on budget and financial management and share with partners
  • Financial Audits 10%
  • Communicate audit instructions to partners
  • Monitor compliance with good procurement standards in partners’ selection of audit firms
  • Make assessments of audit firms selected by partners, as soon as possible after selection
  • Monitor the yearly audit process
  • Analyse audit reports, send feedback to partners and share major observations with Regional Manager
  • Capacity development to partners
  • Renew periodic assessments of partners’ financial and admin systems
  • Continuously assess capacity development needs of partners
  • Function as advisor and give suggestions to Regional Manager on capacity development activities for partners
  • Organise and facilitate capacity development activities for partners
  • Facilitate sharing and appropriation of best practices among partners and ERIKS itself, especially in the areas of financial and administrative management
  • Project reporting
  • Assist Regional Manager with information needed for back donor reports
  • Communicate possible response from back donors to partners
Requirements - Skills, Qualifications, Experience
  • Qualifications
  • University degree (BAC+4) in economy, accountancy or equivalent
  • At least 3 years of professional experience in the field of financial management
  • Experience and skills
  • Well acquainted with the following computer software (Word, Excel, Power Point, Outlook, QuickBooks and others accounting software) 10%
  • High capacity in reading, writing and communicating in English.
  • Well informed about the development context in the three countries of intervention.
  • Ability to work independently and in team
  • Attitude of listening, initiative and creativity
  • Interpersonal competence and ability to maintain good partnership relations.
  • Capacity to work with national and international organizations, authorities and various management structures
  • Capacity to gather, summarize and present information in a professional and convincing way
