Finance Manager
Report to: Country Director
Location: Phnom Penh and travel to province
Position Purpose
The Finance Manager will oversee the financial operations of WHI Cambodia and lead the finance team in supporting the achievement of WHI Cambodia new strategies and objectives.
The Finance Manager will establish an effective and efficient financial management processes and procedures in line with the WHI-Global finance systems.
- Strategic Function
- Using in-depth analytical skills, provide advice to the Country Director and Senior Management team regarding the financial health of the organization for improved decision making and implementation of the new Country strategy.
- Work closely with the WHI Cambodia Senior Management Team to develop and implement strategies and plans to achieve WHI Cambodia’s long-term objectives.
- Support the strategic actions towards financial resilience of WHI Cambodia office, including providing support to grant making and securing funds from diverse sources and providing advice to senior management team on the financial plans, grants and investments for country programs.
- Establish effective and functioning finance team structure to improve financial system’s efficiency and improving financial staff capacity and acumen.
- Ensure WHI Cambodia office is up to date and trained on Cambodia Finance regulations, taxation and other compliance requirements by the Cambodian government and international donors.
- Monitor the WHI Cambodia finances and produce timely financial reports to donors, stakeholders and government agencies.
- Coordination of WHI audit and its actions.
- Planning & Budgeting
- Lead the development of country office budget for programme implementations, and delivery, budget revision, reporting, and monitoring of annual budget with provision of a clear timeframe, tool, guideline for the development process and the approval of donor funds;
- Develop internal tools and control system to risks prevention, mitigation anti-corruption policy in close consultation with country director, senior management team and staff related-programme;
- Ensure effective delegation of level of authorities are followed within the organization and authorized function and accountability;
- Communicate with donors over budgeting process for clarity, fund disbursements procedure and timeframe;
- Financial Management, Accounting, Reporting Control
- Ensures financial operations process, and finance systems are in compliance with WHI Finance Policy and
- Donors’ rules and regulations;
- Ensures accurate financial reports are prepared and provided timely to WHI management, donors and partner organizations.
- Oversees effective functioning of Acumatica system and ensures adequate coding systems for financial analysis and efficient workflows.
- Design training programs and provide relevant training for finance staff
- Ensure cash flow for WHI Cambodia Programs and field offices.
- Staff Management and Capacity Building
- Train staff on the use of the WHI Finance system to monitoring budget, cash management,
- Supervise finance team to ensure effectiveness of providing support and compliance toward WHI’s
- Objective.
- Work with all WHI finance members in training, capacity building in relation to the finance system and procedure.
- Day to day management of Accounts payable and approval to ensure that all payments are accurately recorded
- Review of monthly payroll and ensure accurate calculation and remittance withholding taxes;
- Ensures Financial Policies and Procedures are implemented well.
- Risk and Fraud Management
- Identify financial and compliance risks with the programs and country office and work with management on improved policies and process;
- Ensures adequate procedures are in place to track and safeguard assets of WHI Cambodia;
- Perform spot check for any suspicious transactions to minimise risks with zero tolerance against fraud.

- Skills and Experience
- Proven knowledge of financial analysis and strategy
- In dept-knowledge of financial reporting standards, tax regulations and NGO legislation
- Excellent verbal and written communication and presentation skills, especially in different world culture contexts;
- Excellent interpersonal skills
- Strong analytical skills, attention to details and negotiation skills
- Requirements
- Bachelors’ Degree in Accounting and Tax knowledge is required; Master’s Degree is an advantage.
- At least 5 years of accounting experience; ideally with some international accounting standards
- Proven ability to manage multiple projects and tasks and meet deadlines on a consistent basis
- Experience with nonprofit organizations, specifically international relief and development experience is a plus
- Experience in financial statement preparation, budgeting, and reporting
- Knowledge of Acumatica, Quick book, or similar software
HR and Admin Assistant
Report to: HR and Admin Coordinator
Location: Phnom Penh with occasional travel to province
Position Purpose
World Hope International in Cambodia is expanding its program and operational capacity, with a focus on quality customers and stakeholders’ engagement, as well as efficient and effective human resource, admin, and procurement. The main purpose of this position is to support the Human Resource, Admin and Procurement function of WHI Cambodia.
- HR
- Support recruitment function by preparing, posting job vacancies on available network, and organizing interview schedule, ensuring efficient completion of necessary documents
- Make communications with job applicants and the relevant hiring managers to make sure the interview is set up
- Monitor staff contracts, insurance and staff benefits
- Communicate with Insurance providers for updates on employees’ in and out and process necessary payment with finance team
- Coordinate with provincial team to organize insurance claim and reimburse for any request
- Asist team to help for any concerns related to HR benefits, etc
- Provide feedback to the HR and Admin Coordinator on any modification required to the staff database or issue
- Admin
- Oversee WHI’s equipment such as vehicle, meeting room, fix asset, etc. and ensure that equipment/assets are rightly use and returned properly
- Work closely with housekeeper to control on office supplies, kitchen supplies, and make sure purchase are requested and have available in stock
- Yearly count and update of fix asset each year in WHI office bases, include Phnom and Province
- Support in resolving any administrative issue and extension of expat staff visa with MOFA and agency;
- Asist HR and Admin Coordinator to prepare staff retreat such as organizing accommodation and travels, etc
- Control and monitor any request to booking the meeting rooms, vehicle, and conduct monthly spot check of vehicle with relevant department
- Support relevant staff in preparing the first draft of incident/accident report when needed
- Maintain and create employee email whenever WHI new staff arrives and old staff leaves
- Maintain travel calendar for all WHI-Cambodia staff
- Procurement
- Asist HR and Admin Coordinator on preparing and searching for supplier quotation and purchasing
- Communicate and verify goods with suppliers and office staff before delivering to provincial staff making sure that goods are signed on receiving document
- Coordinate all travel and hotel booking programme-wide for visitors and volunteers on extended stays in Cambodia
- Provide administrative support to Phnom Penh logistic team for preparation of procurement documentation when required
- Act in procurement request for Phnom Penh and base in provinces in compliance with WHI procurement policy
- Liaise with suppliers and service providers to ensure the timely and accurate completion of orders
- Liaise with other departments to ensure the payment of regular invoices (such as rental payments for offices, houses, and equipment)
- Coordinate with Finance team on payment- related issue
- Assist to supervise the Phnom Penh support cleaner

- Qualifications and core competencies:
- Qualifications: Bachelor's degree and at least 2 years of NGO development work experience preferred.
- Experience: The ideal candidate will have at least 2 years of HR, Admin and Procurement experience
- Skills and Knowledge:
- Proficiency in using Microsoft Excel and Microsoft Word
- Excellent Khmer (written and spoken) and good English (written and spoken)
- Good communication skills
- Experience of using databases
- Excellent interpersonal skills and demonstrable ability to work as part of a team
