Finance Manager
Location: Phnom Penh (occasional provincial travel)
Reporting to: Director of Finance and Support Services
Probationary Period: 3 months
The purpose of this position is to provide financial management for Marie Stopes International Cambodia (MSIC) as well as to leadership to a small finance team. The Finance Manager will ensure the efficient operations of the Finance Department, accurate and timely processing of transactions and is responsible for the management of accounting systems, compliance with financial procedures and internal controls. The Finance Manager will assist Director of Finance and Support Service in guiding the long term strategic direction and monitoring the financial situation of MSI Cambodia.
- Financial Management
- Prepare and review monthly account reconciliations of all balance sheet accounts.
- Verify all revenues and expenditures to ensure all are correctly recorded with sufficient supporting documentation.
- Monitor accounts receivable and payable, ensure timely payment of creditors and the reconciliation of creditor accounts.
- Ensure compliance with MSI financial policies, donor requirements and authorization levels.
- Manage the cash and bank accounts to ensure cash transactions are correctly recorded.
- Check the compliance of staff requests for operating advances and ensure that acquittals of advances are free from errors, and in accordance with policy and reconciled monthly.
- Arrange and manage stocktakes of fixed assets and stock items and reconciliations
- Ensure high quality asset management systems
- Prepare monthly allocation of personnel expenditures to agreed budgets
- Ensure appropriate financial policies and processes are in place and reviewed regularly, and provide training across the organization on these policies and processes including induction training for new team members.
- Ensure MSIC meets its tax obligations and payments are made to the tax department on time.
- Manage all external audit process and prepare annual statutory accounts completed and filed according to local and head office requirements and deadlines.
- Monitor and provide advice on the internal control system across the organization. Ensure effective controls are in place and/or suggest changes for identified control weaknesses.
- Manage a small Finance team to ensure execution of responsibilities while building their capacity on financial management.
- Management Reporting and Analysis
- Prepare and submit all month end reporting requirements for review and approval to the management team and/or Country Director by the reporting deadline.
- Analyse financial reports and promptly report to the Country Director (Acting Director of Finance and Support Services) any variances of actual spending against the identified budget.
- Prepare the monthly internal Project Finance Reports (PFR) for submission to project leads/budget holders and Centre Managers according to the agreed timetable.
- Reporting and Compliance
- Ensure that project related expenditures comply with donor reporting requirements
- Prepare high quality donor financial reports and facilitate the required review and approvals in advance of submission.
- Work with program/project team members to ensure regular review of project expenditure, ensuring quality of coding and plans in place to address major variances
- Track and manage cost share transactions applicable to each donor budget.
- Disseminate donor compliance information throughout the organization to raise the awareness of staff about such issues.
- Manage the MSI Anti-Fraud and Bribery policy and control framework.
- Planning and Forecasting
- Work with project leads/budget holders on budget revisions, forecasts and updates and provide financial expertise as required
- Prepare the monthly cash flow forecasts and work with budget holders to realistically forecast their project expenditures to ensure that sufficient cash is available for operational needs.
- Prepare the Quarterly re-forecasts to regional finance team
- Support the MSI Annual Business Planning process
- Stock Management
- Ensuring efficiency of stock management, including forecasting stock, ordering stock and delivery of stock to clinics to ensure stock levels are always maintained
- Manage internal stock control system and ensuring compliance with the relevant requirements
- Stock takes are performed according to the schedule and reporting on time with clear findings and actions plan.
- Qualification/Skill and Experience:
- Degree in Accounting/Finance or relevant field, ACCA/CPA completed or in progress.
- Cambodian nationals only
- At least 4 years working in financial management and/or accounting.
- Experience in a senior or supervisory role.
- Experience with SUN Accounting system is an advantage.
- Knowledge/experience of DFAT and other compliance is an advantage.
- NGO experience is an advantage, private and public sector experience also welcome.
