The Administration and Finance Director will oversee, plan, manage and be responsible for 2 departments of the organization: Accounting and Administration-Procurement.
The organization has a hybrid structure, managing a network of micro-enterprises while implementing social projects with external donors (both international and local).
He/she will be the head of the financial and support functions of TEUK SAAT 1001 and will work directly with the Managing Director and the 1001fontaines CFO to ensure good execution of the strategy and compliance with procedures.
He/she is a true “business partner” for the Managing Director, taking on the lead on all issues raised by the Management.
He/she will have strong controlling skills to ensure smooth reporting and budgeting.
His/her experience in management and planning will serve towards becoming the reference person for all matters related to the functioning of the organization and to oversee the procurement and logistics functions.
The role involves the supervision of 20 employees.
- Accounting-Finance
- Manage a team of 4-5 accountants dealing with
- preparing and maintaining accurate accounting records (accrual basis)
- reporting internally and externally

- Provide good planning and counsel, participate in the financial strategy and prepare budgets and forecast
- Ensure full compliance, transparency and supervise annual financial audits
- Perform financial controlling and ad hoc analysis based on management requests
- Oversee monthly tax declarations
- Logistics
- Manage 1 employee in charge of purchase, storage and stock controlling
- Ensure that the purchase and deliveries flows are respected.
- Ensure that inventory counts match reality and accounting, at all times.
- Administration
- Manage a team of 4-5 admin officers with:
- Treasury functions: cash management, advance, clearances, reconciliation and fund transfer, disbursement schedules, controls and cash counts.
- Office management, maintenance, hygiene and safety
- Organization and management of equipment and assets, including vehicles (trucks, cars, motorcycles)
- Ensure the compliance with Cambodian regulations (labor, tax, registrations, licensing) and deal with ministries and other public bodies when necessary
- Review payroll (preparation by the HR Supervisor)
- Procurement Department
- Manage and develop 2 employees in charge of
- Sourcing equipment and material, including overseas
- Procurement forecasting and budgeting
- Quality control
- Support the relations between Procurement and other internal departments
- Ensure that procurement policies and procedures are respected

- Proactive participation to the overall strategy and governance
- Supervision of all legal, intellectual property and litigations matters

- Ensure smooth, professional, and proficient collaboration of all TEUK SAAT 1001 departments with each other
- Identify key opportunities, risk and control across the organization and take necessary action to develop opportunities and mitigate risks

- Experience in high-responsibility managerial positions as CFO, Finance Management, Finance Controlling for 7 years as a minimum
- Experienced with accounting practice, corporate financial law and risk management practices
- Proficient in data analysis and forecasting method with analytical mind
- Excellent in the use of MS Office (especially MS Excel) and financial and/or accounting management software (QuickBooks)
- Experience in the private sector is required, knowledge of social business or NGO would be a plus
- Good communication skills, leadership, and ability to work under pressure
- Native Khmer speaker and fluent in English. French basics is a plus
- Strict with procedures, must have authority and leadership

The Finance manager will oversee, plan, manage and be responsible overall for the Finance and Accounting department.

He/she will be the head of the financial functions of TEUK SAAT 1001 and will work directly with the Managing Director and the 1001fontaines CFO. She/he will ensure good execution of the strategy and compliance with procedures.
He/she has strong controlling skills to ensure smooth reporting and budgeting.
The role involves supervision of 5 staff: (1) chief accountant, (3) accountants and (1) stock controller.
- Mission 1: Accounting and Tax
- Manage a team of 1 chief accountant and 3 accountants dealing with
- Preparing and maintaining accurate accounting records (accrual basis)

- Perform financial controlling and ensure the appropriation of banking and accounting
- Oversee monthly tax declarations
- Mission 2: Logistics / Stock management

- Ensure that inventory counts match reality and accounting, at all times.

- Prepare monthly P&L.
- Review monthly payroll
- Ensure full compliance, transparency and supervise financial audits
- Donors: participate to draw up program agreements with external stakeholders and ensure implementation/reporting follow their procedures and requirements
- Provide good planning and counsel, participate in the financial strategy and prepare budgets and forecast
