MISSION
The Finance Officer will be reporting to the Finance Manager.
STATUS AND CONDITIONS

- S/he will give support to the Finance/Admin Manager to
- Check the supporting documents (quotation, invoice, receipt…etc.) for accuracy and suitable price
- Prepare finance vouchers to enter transactions into the accounting system QBO
- Booking all incomes and expenses
- Do bank and cash reconciliations
- Manage all bank accounts including changing of bank signatories
- Declare monthly ToS/withholding tax
- Control cash advance, account receivable and account payable
- Prepare monthly students’ allowance
- Issue fund request/receipt for donation received
- Assist finance manager with annual external audit and head quarter audit
- Send accounting documents via Sleek for digital approval signature
- Process documents with tax department or 3rd party if necessary
- Other tasks assigned by manager

- Organize and facilitate club activities on your subject
- Organize and take part in school events, workshops, trainings, outings and activities which may take place at weekends or in the evening

- EDUCATION
- Year 4th student or fresh graduate bachelor degree in Accounting, Finance or Business Administration
- 1-2 years of experience in accounting
- Good level of English (spoken and written language will be English)
- Knowledge of French is a plus (but not compulsory)
- Strong analytical and synthetic skills
- Rigorous, well organized, autonomous and proactive
- Ability to work as a team member in a multicultural environment
- Eager to learn, to adapt to new situations and take up challenges
- Willingness to work with IT professionals and with students

Interim Finance and Admin Manager

MISSION
The Finance/Admin manager will be reporting to the Country Director and Global Finance Director.

- Her charge is mainly to:
- Administration, Purchasing & Maintenance
- Relationship management with local authorities (MOEYS – Ministry of Education, Youth and Sport, MFA – Ministry of Foreign Affairs, CDC – Cambodia Development Councils, etc)
- Support events with other departments, such as graduation ceremonies, career forums, etc.
- Manage premises and infrastructure – building/equipment repairs and maintenance.
- Ensure that all necessary administrative documentation is maintained and updated on the dedicated drive.

- Ensure that all accounting vouchers are coded and booked properly in the accounting system Quickbook Online
- Ensure the accounting system is in accordance with French accounting principles and following the PNC accounting Process
- Follow-up fund/donation/contribution to receive or to disburse
- Ensures that the monthly closing is properly organized, including payroll and local taxes
- Ensure that all transactions are correct, paid on time and sufficiently documented.
- Review and process the monthly/yearly tax declaration and ACAR declaration.
- Ensure the organization is fully compliance.
- Maintain and update all financial administrative documentation on the dedicated drive.
- Manage PNC cash and control the treasury plan
- Supervise cash outflows (advances, cash) and safe management.
- Manage bank accounts
- Manage cash flow plan and ensures sufficient funds are available to manage operations.
- Prepare the cash request and transmits it to the Country Director and Group Finance Manager.
- Budget Management
- Ensure that all department managers understand the importance of the budget and how to make a budget plan
- Prepare the detailed PNC yearly budget plan and the quarterly revised forecasts
- Perform variance analysis between budgeted and actual costs
- Monitor the monthly budget
- Track expenses by department, presents the findings to managers and helps them draw up an appropriate action plan
- Perform ad hoc financial analysis and cost calculation according to the identified needs
- Write reports

- Prepare financial reports for third parties when required and ensure compliance with local reporting requirements
- Assist the writing and formatting of financial part for funding requests/proposal as needed
- Support the audit
- Conduct the financial audit of the local entity by the Cambodia statutory auditor, in collaboration with the Group Finance Director.
- Actively participate in the global audit of the association by the PN Group auditor, in collaboration with the Group Finance Director and the financial managers of other Group entities.
- Take an active part in the audit of the project at the end of phases 1 and 2, in collaboration with the Group Finance Director.

- A degree in Finance/Accounting or equivalent, preferably with a professional accountancy qualification
- 10 years of experience in accounting and 5 years’ experience in management role.
