Finance & Admin Officer for CAF Network (ISAF Consultant)

Position Summary

Contract: Fixed term (March-December 2025)

THE PURPOSE OF THE POSITION

The position is required to provides service and supports day-to-day on general financial and administrative tasks to CAF and ISAF’s project team based in national office (NO), and target area outside area programmes (AP). This position is primarily accountable for sun system data encoding, produce timely financial payment for CAF, staffs and suppliers to ensure accuracy, timely, with appropriate supporting documents as followed to the procedure and policies of WVI and donor World Bank (WB).

Key Objectives of Job

  • Responsible for providing efficiently and effectively supports and services regarding financial and administrative matters to project staff and CAF.
  • Responsible for capacity building to project team and CAF on financial payment, policies & procedures.
  • Check and review financial vouchers to ensure accurately and timely with appropriate supporting documents as per the policies and procedures required WVI and donor World Bank.
  • Control project document and payment vouchers
  • Mitigate financial risk, financial stewardship, and financial compliances as per required by the WVI & Donor World Bank
  • Support for finding documents as per required by internal & external audits.
  • Work with procurement unit (PU) to purchase goods and office supplies
  • Work with PU and People & Culture (P&C) to upload documents in Bank systems ( STEP)
Expectations - Duties, Responsibilities
  • Finance
  • Internal Coordination for Support Services
  • Review/Process data entries into the Sun-System regularly for the project team, and CAF outside area programmes (APs)
  • Responsible for capacity building to project team and CAF on financial payment, policies & procedures.
  • Manage Wing account, and reconciliation at the end of month.
  • Consolidate monthly project cash requests
  • Control project document and payment vouchers
  • Conduct regular field visit to project sites.
  • Support for finding documents as per required by internal & external audits.
  • Mitigate financial risk, financial stewardship, and financial compliances as per required by the WVI & Donor World Bank
  • Able to explain/train about finance policy and procedures to the CAF network
  • Administration Part
  • Update CAF movement insurance list and prepare for purchasing insurances for CAF as required
  • Coordinate for CAF claim insurances
  • Assist the People and Culture Business Partner Grants for uploading consulting consultants in STEP World Bank (WB)
  • Assist Procurement Unit for upload documents in STEP
  • Support on logistic arrangement for ISAF meeting or workshops
  • Coordinate with project staff to work on CAF concerns
Requirements - Skills, Qualifications, Experience
  • At least bachelor degree of finance, accounting, or any relevant fields
  • Certification in Public Accounting is preferable
  • At least two years experiences in similar role of finance/administration field or any equivalent role
  • Knowledge of Sun System, Pro Vision, Costs allocation methodology or Quick Book
  • Data Spreadsheet/Advance Excel Skills
  • Good coordination skills
  • Presentation skills
  • Computer office skills (MS Word, Excel, Internet, or PowerPoint)
  • Able to travel to fields as whenever required
  • Good communication and writing both Khmer and English
