Final External Evaluation Consultant

The purpose of the final evaluation is to assess the overall project performance against the expected results set up in the framework documents
The specific purposes are:
- To examine the contributing factors for achieved results;
- To identify causes for any underperformance against targets;
- To gather the lessons learnt, and best practices obtained during the project implementation;
- To analyze strengths and weaknesses of the project implementation;
- To examine the relevance of partnership to deliver planned activities including methodology used and responsibilities shared between Sipar and its partner.
- To draw a conclusion and provide recommendations for ongoing support and continuation development of the Second Phase.
Type of Contract: Consultancy
Post Type and Level: One local or international consultant based in Cambodia
Duty Station: Phnom Penh – Kandal (Mok Kampul)
Languages Required: English – Khmer is an asset
Starting Date: February 9, 2026 - Evaluation mission from February 9 till March 6
Expected Duration of Assignment: 20 Days – Expected final report on March 6 2026
Net cost-of-service 10,000US$ (Per diem in mission, transportation, tax covered by Sipar)
Expected Profile of Candidates
Languages:
- Khmer - Fluent
- English - Fluent
Qualifications:
- Master's Degree in any social science.
Work History:
- At least of evaluation experience, two years of which in evaluating development programs related to education, social work and results-based evaluations for 5 years
Skills & Knowledge:
General & Technical Skills
- Demonstrated ability and excellent communication skills to facilitate group discussions and to conduct interview.
- Demonstrated ability to produce high quality evaluation reports, including recommendations for future work of Sipar and partners.
- Fluent in English, Khmer is an asset but if translator is needed, his/her allowance will not be covered by Sipar.
