Cambodian Women’s Crisis Center (CWCC) is a local non-government organization founded and registered with the Ministry of the Interior in Phnom Penh in 1997 by a group of women who witnessed the suffering of women and children from the consequence of war and from various forms of violence against women. CWCC’s vision is “Women and girls are living in peace, security, and dignity and enjoying their universal human rights” and it is operating with mission “To empower women and girls to claim their universal human rights to personal security and to equal participation in community, civil, economic, social and cultural life”. CWCC activities are focusing on three main areas, (1) Prevention, (2) protection and (3) advocacy.

As part of the prevention program, the project titled” Community Action for Safe Migration And Reduction of Trafficking (CASMART)” has been implemented in 67 villages, 10 communes of 3 districts of Banteay Meanchey province with support from the SOLIDAR SUISSE. This project lasts for four years from January 2021 to December 2024.

The proposed CASMART project is designed to address the need of community members by building knowledge of rural poor on issues related to Safe Migration and Trafficking. Key activities of the project are: strengthening capacity of duty bearers to prevent and intervene in cases related to trafficking and at the same time community members including community-based protection networks, survivors of trafficking/ exploitation and deportees are empowered and built confidence to report cases to duty bearers for services and be peer educators to change behavior towards safe migration. The project also facilitates men and women who are vulnerable to trafficking including deportees’ access to services including psychological, social and legal. Poor community members are also supported to create saving scheme and operate small businesses for household income so that they could overcome impact of COVID-19 and not to take risks in terms of undocumented migration.

Evaluation Objective

The overall objective of the evaluation is to assess the project’s impact and to what extent the project has achieved its objectives as a result from the project intervention. The specific objectives of the evaluation are as follows:

  1. To measure impact and outcomes of the CASMART project against stated objectives
  2. To identify and analyze the gaps/challenges of the CASMART Project
  3. To identify emerging specific issues for addressing the women’s empowerment at in target areas
  4. To provide recommendations on areas of focus and strategies for the implementation of the CASMART project of the next phase.

Scope of Work

The external consultant is required to lead the evaluation with support from CWCC’s project staff. The consultant will be responsible to design the evaluation methodology including literature review, visit staff based in Banteay Meanchey to conduct interviews with those most aware about the project, conduct field visit to selected villages in the target areas, organize a workshop to present preliminary findings and recommendations and prepare draft and final reports of the evaluation. The scope of the work for the consultant is summarized below:

  • Review background documents provided by CWCC.
  • Consult with relevant CWCC staff to develop the methodology for shaping the evaluation.
  • Consult with staff, community, and other relevant stakeholders to make a thorough assessment in accordance with the parameters listed above.
  • Conduct field assessment in at least 6 selected target communes in Banteay Meanchey to respond to the above stated objectives
  • Conducting a workshop to share findings of the study to all relevant CWCC staff for getting input to develop final report.
  • Provide a draft report for comment.
  • Submit a final report.

Bidder Eligibility

  • Qualification of the External Evaluator
  • Degree in Social Science/local/Regional development
  • Experiences in conducting studies or research and high analytical skills in program/strategic plan development.
  • Experiences in applying participatory research methods with a wide-range of approaches.
  • At least 5 years working experience in the development field.
  • Understanding of gender-based violence within the Cambodian context

External Consultants wishing to express an interest in undertaking the Evaluation for the CASMART Project should submit a brief proposal, to include:

  1. A CV detailing previous experience.
  2. A sample of a Project Evaluation Report you have recently drafted.
  3. Referee contact details of your two previous contract supervisors/managers.

The proposal must be submitted by 15 October 2024. No late proposals will be considered.
