Field Officer (2 Positions)
The position is for the Cervical Cancer Project
Job purpose
The Field Officer is accountable and responsible for the direct implementation of all field activities within the urban settings, (sub)villages, unserved neighborhoods, new settlements and any unreached community. The Field Officer is under the direct leadership of the cervical cancer field implementation manager, who is reporting to the program manager.
This position is based in the sub-office of Banteay Meanchey province, where the project is implemented.
Scope of work
The Field Officer is responsible for the day to day implementation of all community based project activities in their designated target areas. The Field Officer will work closely with a range of actors (local authorities, government health staff, community members, volunteers, other NGO partners) in the province, to ensure that interventions such as community meetings and vaccination campaigns are well organized.
The Field Officer will often operate independently within the communities and will be required to travel long distances in challenging circumstances. The Field Officer will also be charged with the management and administration of the sub office in the assigned province.
Key working relationships
The Field Officer must work closely with the following external groups:
- Community health volunteers who are providing services to the targeted population
- NGOs operating in the same target areas, including NGOs outside of the health sector
- Local authorities at the Provincial and Operational District levels. Primarily this will be with Health Centre staff but will also include liaison with other government agencies operating in the same target areas such as border police and army
- Village Chiefs and community networks
- Project Management and Monitoring and Evaluation (50%)
- Providing services for unreached populations
- In collaboration with local authorities, community health volunteers, village chiefs and other relevant community members (plantation owners, security forces etc.) gather in the target areas information regarding the unreached population, to make recommendations to the management team on where and how best to set up the activities
- Conduct surveys of people accessing services of Cervical Cancer at the health centre
- Quality assurance of the services provided to the targeted populations within the scope of the program
- Weekly monitoring of the community health volunteers to ensure they are operating in accordance with agreed hours and standards of operation
- Delivering health education and preventive messages to at risk populations. This involves working with communities, the MC management and external advisors to develop key messages and IEC/BCC interventions using local ethnic languages
- Develop and execute monthly plans with the Field Implementation Manager to ensure that activities will be performed on time in compliance with donor and MC policies and procedures
- Monitoring and Evaluation
- Ensuring all data relating to testing and treatment is submitted to the Field Implementation Manager
- Implement the Monitoring and Evaluation SOP within their target areas. This will include ensuring volunteers are collecting accurate data, using correct documents to record the data and then updating that data into the Indicator Database
- Risk Management
- Regularly monitors and reports any security risks in target areas.
- Regularly monitor and alert of situations that can put at risk the project execution, contractual compliance and timely report
- Make recommendations for alternative action plans to overcome situations that can put project completion at risk
- Maintain good relationships with beneficiaries of the project
- Report immediately key issues in project execution to the Field Implementation Manager
- Actively promote and adhere to Malaria Consortium’s safety and security plans
- Human Resource Management (10%)
- Communicate training needs missing to comply with Malaria Consortium’s requirements
- Collaborate with Program Manager to ensure that resources are managed in line with Malaria Consortium’s policies and procedures
- Financial Management (30%)
- Develop and manage a monthly budget for sub-field offices in accordance with finance and donor policies.
- Arrange to make payments from the Phnom Penh office
- Report any issues relating to payment of Cervical Cancer volunteers/nurses to the Field Implementation Manager
- Partnership Building and External Communications (10%)
- Represent MC at Health Centre meetings
- Represent MC in Provincial Technical Working Group monthly meetings when Field Implementation Manager is not available
- Additional Responsibilities
- Represent and promote Malaria Consortium as a Field Officer at every opportunity
- Qualifications and experience:
- Essential
- Prior experience working in a health care, social work or international development projects with community volunteers
- Strong experience on project implementation at field level in the public health sector with community volunteers
- Prior experience working with at least one of the projects target groups, cross border communities, migrant mobile populations, entertainment workers and unreached communities
- Desirable
- Bachelor degree in health care area, nurse or midwife

- Sound knowledge of the target areas and ability to travel in this areas by moto as required

Field Officer (6 Positions)
The position for Cervical Cancer Project
Job purpose
The Field Officer is accountable and responsible for the direct implementation of all field activities within the (sub)villages, remote settlements, plantations and hard to reach communities. The Field Officer is under the leadership of the cervical cancer Program Manager.
This position is based in the sub-office of one of the provinces of Oddor Meanchey, Ratanakiri and Stung Treng, where the project is implemented.
Scope of work
The Field Officer is responsible for the day to day implementation of all community based project activities in their designated target areas. The Field Officer will work closely with a range of actors (local authorities, government health staff, community members, volunteers, other NGO partners) along the remote northern international border areas of Cambodia, to ensure that interventions such as community meetings and the cervical cancer outreach screening activities are well organized. All screened patients should be correctly informed after the screening, and the treatments followed up as needed.
The Field Officer will often operate independently within the communities and will be required to travel long distances in challenging circumstances. The Field Officer will also be charged with the management and administration of the sub office in the assigned province.
Key working relationships
The Field Officer must work closely with the following external groups:
- Community health volunteers who are providing services to the targeted population
- Local authorities at the Provincial and Operational District levels, primarily the Health Centre staff, but also liaise with other government agencies operating in the same target areas such as border police and army officials
- NGOs operating in the same target areas, including NGOs outside of the health sector, such as those working with ethnic minorities etc.
- Commune chiefs, village Chiefs and networks of forest goers
- Project Management and Monitoring and Evaluation (50%)
- Providing services for at risk and hard to reach populations
- In collaboration with local authorities, community health volunteers, village chiefs and other relevant community members (plantation owners, security forces etc.) gather in the target areas information regarding the unreached population, to make recommendations to the management team on where and how best to locate the outreach screening services

Field Implementation Manager (1 Position)
Scope of work
The FIM has an active role as a leader of the project team at the field level and provides project management and operational support in the implementation and monitoring of project activities. This will be done with the support and coordination from the Cervical Cancer Programme Manager.
Key working relationships
The Field Implementation Manager reports to the Programme Manager, and their collaboration will facilitate the project implementation. The FIM role involves as well internally the interaction with the Monitoring & Evaluation Specialist, the Field Officers (FOs) under his/her supervision and external stakeholders at different operational areas such as Provincial Health Department, Operational District, Health Center and all local authorities on district, commune and village level.
Salary: The monthly gross salary for this position is 1,614 USD
Duration: 10 months
- Project Management (50%)
- Understand the planning of the project and ensure that activities will be performed on time in compliance with donor and MC policies and procedures
- Ensure that project activities are executed according to plan
- Liaise with Monitoring & Evaluation Specialist and to ensure high level of quality in activity implementation
- Regularly monitor and review milestones and identify situations that can put at risk the project implementation, contractual compliance and timely reporting
- Manage the Field Officers to ensure that activities are being implemented to a high standard
- Monitor activity implementation of project partners in the provinces against agreed plans
- Escalate key issues in project implementation to the Programme Manager
- Establish and maintain positive working relationships with sub-national government officials
- Ensure project is implemented in compliance with the requirements of the Royal Government of Cambodia
- Work with the Programme Manager to liaise with the project donor
- Human Resource Management (20%)
- Review staffing plan for project; assign duties among the team
- Participate in the recruitment of field officers with the support of the HR Manager and Programme Manager
- Ensure line management of staff is conducted in line with Malaria Consortium policies and procedures
- Be a positive and collaborative field implementation manager to Malaria Consortium staff
- Financial Management (10%)
- Participate in the preparation of procurement plans for the project
- Ensure that project expenditure is in line with agreed budget and phasing
- Participate in the monthly review meeting with finance department in Phnom Penh office
- Highlight issues with line management to anticipate measures to be taken to ensure proper implementation of activities under their responsibility
- Provides relevant information from the field to prepare project narrative and financial report including proposals for funding reallocations
- Provide key data and information to the person in charge of preparing reforecast budget for the project
- Partnership Building and External Communications (15%)
- Attend working groups and other meetings as a Field Implementation Manager of Cervical Cancer project of Malaria Consortium and feedback from these meetings to the Program Manager
- Collaborate to the delivery of the external communications plan and present project outcomes/update for stakeholders
- Additional Responsibilities (5%)

- Represent and promote Malaria Consortium as a Field Implementation Manager at every opportunity

- Familiarity with geography, traditions, and culture of communities in Stung Treng, Ratanakiri, and Oddar Meanchey.
- Work experience with health programs, governmental health institutions, non-government organizations, international organizations and community health workers
