Field HSE Specialist

Position Summary
Duties & Responsibilities:
  • Maintain HSE Support, including II&R, Risk Management, Managing Safe Work and Human & Organizational Performance (HOP)
  • Implement the OE Management System and ensure activities are completed in compliance with internal and external expectations.
  • Support and coach business leaders including (Operations Managers, District managers, RBMs and store managers) implement the OE management system
  • Monitor and deliver HSE performance metric data and annual HSE shaping plan deliverables including field HSE communication material.
  • Support and coach line leadership conduct incident investigations as required.
  • Maintain oversite and support for field-based activities, providing HSE support and guidance as required
  • Support the Asset Maintenance Teams assess and manage the HSE aspects of their projects and routine maintenance activities
  • Support the implementation of the Chevron Contractor OE Management system, Workforce Safety and Health initiatives, HOP fundamentals and HOP tools (such as Learning Team Event, Safeguard Learning Tool, Post Job Debrief and Review).
  • Steward HOP and SLT stewardship programs at supervisory and field level
  • Field Support: Execution and Compliance
  • Collaborates with Marketing Sales Support, AO and IISC management to develop and implement OE business plans aimed at ensuring compliance with local laws, regulations and corporate policies.
  • Maintains an effective retail facility compliance program for all COCO, CORO and COCA sites (include C&I facilities where Chevron owns/maintains equipment).
  • Provides HES support for retail COT changes to effectively manage the risk and ensure the work is completed efficiently and incident free
  • Provides HES support for any market entries and for major construction projects in the Area.
  • Supports Products group to grow the business by using HES to attract/retain key high volume C&I customers
  • Risks
  • Co-ordinate and participate in Risk profiling/PHAs
  • Manages and executes Cluster/Facility Level Risk Reduction Plans
  • Coordinates MOC process and functional reviews as needed
  • Environment Stewardship
  • Day to day environmental management and execution
  • Execution of environmental safeguard assurance activities
  • Execution of environmental risk reduction action plans
  • Security
  • Supports Baseline Security Self-Assessment (BSSA) and Security Risk Assessment (SRA)
  • Other duties
  • Executes Business Plan and OE Strategies incl. strategies from CTC for Common Risks Areas such as OH, RSIP, MVS, FFD, EIM). Execute OH field-based monitoring, testing and actions to mitigate or manage exposure risks
  • Performs corporate required reporting
  • Tracks action items from MOC, IIR and other issues to closure
  • Participates actively and contributes to F&L Business Improvement Network
  • Maintain emergency response readiness and dangerous good compliance
  • Prepares facility emergency preparedness/response plans and provides training to facility managers to keep emergency plan updated
  • Stewards emergency exercises
  • Regulatory Compliance
  • Develops data and prepares permit applications for Retail/terminal facilities (e.g., Dangerous Goods License). Incl. Facility and project environmental permitting? Ensures compliance with operating permits.
  • Monitors and drives completion of any regularity compliance activities and closure of action items or recommendations
  • Tracks and updates Sphera Essential as and when regulatory change occurs and assigns relevant task owners
  • Provides guidance to field organization concerning compliance with HSE legislation, codes, regulations, standards and Company Policies.
  • Safeguard Assurance
  • Work with line leadership to maintain a clear understanding of potential high consequence activities
  • Implement a safeguards assurance program and participate in assurance activities
  • Monitors compliance
  • Coaching, Training and Inductions
  • Provides OE HSE trainings as per customer and cluster/global HSE requirements
  • Supports induction requirements of new employees
  • Coach line leadership on all aspects of the HSE management system implementation
  • Build and sustain line led OE HSE management and ownership.
Requirements:
  • Bachelor’s degree in science or engineering preferred with minimum 3 years’ experience in a chemical plant or refinery or working as a HSE professional with other major O&G downstream companies. Alternatively, must have a diploma or equivalent in HSE or engineering with minimum 5 years’ experience in a chemical plant or refinery or working as a HSE professional with other major O&G downstream companies
  • Knowledge of the Cambodia’s regulation in relation to dangerous goods and occupational safety and health
  • Need to provide some on call / emergency business support activities outside normal business hours
  • Ability to travel within the country
  • Experience in human and organizational performance (HOP) would be beneficial
