The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist the government to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in the Northern Tonle Sap Basin (PEARL) is a six-year project (2023 – 2029), funded by the Green Climate Fund (GCF). This adaptation project aims to enhance the climate resilience of farmers and local communities in the Northern Tonle Sap Basin (Kampong Thom, Siem Reap, Preah Vihear, and Oddar Meanchey) through public-social-private partnerships and improved access to growing segments of the premium agricultural product market while ensuring climate-resilient practices.

As part of the PEARL project, FAO is pleased to announce the opening of applications for four fully funded scholarships for Cambodian nationals to pursue a Master of Science in Applied Meteorology with a specialization in Agrometeorology or Hydrometeorology at Nanjing University of Information Science and Technology (NUIST) in Nanjing, Jiangsu Province, China.

PROGRAMME DETAILS

  • Duration: September 2025 – June 2027 (2 years)
  • Host Institution: Nanjing University of Information Science and Technology (NUIST), China
  • Degree Awarded: Master of Science in Applied Meteorology (Agrometeorology/Hydrometeorology)
  • Language of Instruction: English
  • Note: Selected applicants will be required to intern with either the Ministry of Agriculture, Forestry and Fisheries (MAFF) or the Ministry of Water Resources and Meteorology (MoWRAM) during academic holidays.

SCHOLARSHIP COVERAGE

FAO will cover the following:

  • Two round-trip airfares between Phnom Penh and Nanjing; one at the start and end of the programme, and one during the 2026 summer break (July - August)
  • Monthly living stipend at the rate of USD 600 for 20 months (excluding the 2026 summer break and the post-graduation period in July - August 2027)
  • Visa application fees and medical check-ups (pre-departure and upon arrival)
  • Residence permit and health insurance in China
  • Accommodation fees (CNY 8,000 per student for the full two-year period)

NUIST will provide:

  • Full tuition fee waiver
  • Academic supervision and pastoral support
  • Visa support documentation (JW202 form and official acceptance letter)
  • Academic progress reports and university engagement throughout the programme

Bidder Eligibility

  • Minimum Requirements
  • Be a national of the Kingdom of Cambodia
  • Hold a BSc or equivalent in Meteorology, Atmospheric Science, Agrometeorology, Climatology, Climate Science, Climate Change Science, Agricultural Science, Mathematics, Statistics, Physics, Geography, GIS, Environmental Science, or Engineering with a meteorology/climate component
  • Have proof of English language proficiency as required by NUIST. This can be a valid IELTS/TOEFL certificate or evidence of having completed a degree or diploma programme conducted in English, or evidence of having registered to sit for a proficiency test such as IELTS or TOEFL before the close of the application period. The award will be contingent on passing the test.
  • Commit to returning to Cambodia after graduation. This requirement ensures that the investment made in advanced education contributes directly to strengthening Cambodia’s institutional capacity in climate services.

The award will be contingent on passing the test.
  • Copy of relevant passport page showing photo and identification information
  • Two letters of recommendation (preferably from an academic or professional referee)
  • Statement of motivation (maximum 600 words):
  • Explain why you have chosen the specialization (Agrometeorology or Hydrometeorology)
  • Describe how the course aligns with your educational background and current professional experience
  • Share your commitment to contributing to Cambodia’s development and how you plan to apply your skills upon returning after graduation
