About the Project

Over the course of this donor-funded project “Inclusive Education in Kampot (CAM2301)” from July 01, 2023 to December 31, 2025 funded by Caritas Australia, Epic Arts has implemented activities aims to improve the lives of children and young people with disabilities in Kampot province, Cambodia through increasing social and disability inclusion.

Summary

Purpose of the Evaluation

The overall purpose of the evaluation is to:

  • Assess progress toward intended objectives and outcomes.
  • Review early results and effectiveness of project activities for target groups and stakeholders.
  • Identify key lessons learned, good practices, and areas for improvement.
  • Provide practical recommendations to inform project adjustment and future planning.

Scope of Work

The evaluation will cover:

  • Geographic scope: Kampot Province, Krong Kampot & Teuk Chhou District (Main Work Locations)
  • Timeframe: The mid-term project implementation period, July 1, 2023 – December 31, 2025
  • Target groups: Beneficiaries, partner organizations, community members, local authorities, staff, and other stakeholders engaged in the project.

Deliverables

The consultant(s) will be responsible for the following outputs:

  1. Inception Report – outlining methodology, tools, and workplan (within 2 weeks of contract).
  2. Draft Evaluation Report – including findings, analysis, and preliminary recommendations.
  3. Validation Workshop – presentation of key findings to Epic Arts staff and donor representatives.
  4. Final Evaluation Report – a comprehensive, donor-ready report (max. 40 pages, excluding annexes) including:
  • Executive Summary
  • Introduction & Context
  • Methodology
  • Key Findings
  • Conclusions & Recommendations
  • Annexes (tools, list of stakeholders consulted, data tables).

Timeline

The evaluation is expected to take place 5 weeks, starting in March 9, 2026 and concluding by April 2, 2026.

Eligibility

  • Proven expertise in project evaluation, preferably in the arts, social inclusion, or disability sector.
  • Strong knowledge of participatory and inclusive evaluation methods.
  • Demonstrated experience working with NGOs and international donors.
  • Excellent analytical, writing, and communication skills.
  • Cultural sensitivity and commitment to inclusion.

Submission Requirements

. Management & Coordination

  • The consultant will report directly to Ngeth Kakada (Ms), Epic Arts Program Director, email.
  • Epic Arts will provide necessary project documentation, facilitate introductions to stakeholders, and support logistics where possible.
  • The consultant is expected to work independently while ensuring ongoing communication with Epic Arts.

Budget & Payment

The budget for this evaluation is $2,500, including tax. Payment will be structured as follows:

  • 30% upon submission and approval of the Inception Report.
  • 40% upon submission of the Draft Report.
  • 30% upon approval of the Final Report.
