Purpose
In accordance with the funding agreement between First Step Cambodia and M’lup Russey Organisation with FELM, we are committed to conducting regular external evaluations to assess and guide our work. The objective of this assignment is to evaluate:
- The spirit and commendable contributions of the consortium project in service delivery, ensuring alignment with the initiative project’s goals and objectives.
- The impact of the FSC and MRO joint project implementation during the 2024-2025 period on FELM’s partners, including ICC, Morodok, and Epic Arts. We will assess their mechanisms and capacities to safeguard children within the context of disaster management.
- Evaluate how well the project’s approach, strategies, and activities achieved the intended results, and provide actionable recommendation for improvement.
The consultant will collaborate closely with this joined project management team and technical staffs to ensure alignment on the evaluation methodology, questionnaire, facilitation and process. The scope of the evaluation will follow OECD/DAC evaluation criteria including an assessment of the overall relevance, coherence, effectiveness, efficiency, impact, and sustainability of the project.
Objectives & Tasks
In partnership with FELM organization, with supports from the back donor, Ministry of Foreign Affairs, Finland, the specific objective of this assignment will follow the guided principles of OECD/DAC evaluation criteria.
Accountability and Structure
The role is accountable to the Executive Director, who will provide oversight. The consultant will receive support and guidance from the Project Manager.
Duty Station and Travel
The assignment will require the Consultant to work from the Phnom Penh office and other suitable places.
- Education:
- A tertiary degree or equivalent qualification in Monitoring and Evaluation (M&E), Research, Social Work, Development Studies, Community Development, or other relevant disciplines.
- Experiences:
- Experience conducting evaluations in the Social Work sector
- Strong experience in and knowledge of social work practice with children experiencing trauma, including but not limited to case management systems, methodology, counseling practices, therapeutic techniques, etc.
- Experience working with multiple stakeholders and sector specific experts
- 5+ years of relevant (child protection, counseling, social work services) work experience in Cambodia
- Ability to demonstrate similar types of work completed around the areas of focus, along with references.
- Competencies:
- Knowledge on the local context, needs/issues of social work services and current challenges of developing appropriate social work sector practices in developing countries
- Knowledge and experience working with vulnerable children and their families
- Knowledge of child protection issues in developing countries
- Proven evaluation skills
- Excellent analytical and writing skills
- High level of oral and written communication skills
- Well equipped with knowledge and experience on participatory approach and facilitation skills
- Language
- Fluent in English, preferably fluent in Khmer
