Announcement Description

WaterAid is an international non-governmental organisation focused exclusively on improving poor people’s access to safe water, improved hygiene and sanitation in developing countries.

WaterAid’s vision is of a world where everyone has access to safe water, sanitation and hygiene. WaterAid’s mission is to transform lives by improving access to safe water, hygiene and sanitation in the world’s poorest communities. WaterAid has started the operations in Cambodia in early 2014. WaterAid Cambodia has been implementing the program call “Towards Sustainable WASH for Everyone (TSWE)”. The objective of the program is to improve the health and quality of life for poor and vulnerable households through enhanced access to improved sanitation, hygiene practices and water supply.

WaterAid Cambodia hereby calls for expression of interest from practicing accounting firms for provision of external audit and associated services for WA Cambodia and its partners (one partner each year).

Objective:

The objective of the audit is to enable the auditor to express an independent professional opinion on whether the financial information is presented fairly in all material respects and agree or reconcile with the books of account and reflect the financial transactions.

Requirement:

Auditors is required to issue the Financial Statement, Audit Opinion, and Management Letter for each year at the end of audit periods listed in the attachment below.

The Prospective firms should meet the following minimum requirements:

  • Be an independent firm, free from conflicts of interest with the auditee;
  • Must have at least two partners and /or full-time associates who are Certified Public Accountants;
  • Must have been in practice for at least five years. Experience with audit of donor funded organizations/ programmes is an added advantage;
  • Should have an established office and be able to meet strict deadlines;
  • Should be registered with the relevant statutory bodies and be in compliance with the stipulated requirements;
  • Be professionally competent and have experience in planning and conducting audits of this nature;
  • Be eligible to practice as an external auditor and express audit opinions pursuant to the laws, rules and other requirements of the country;
  • Preferably be an internationally recognised and accredited firm with operations in the country.

Submission Requirements

The documents to be submitted in response to this call for expression shall include:

  • The firm's detailed profile;
  • Copies of relevant certificates i.e. Registration/Practicing Certificate, PIN, VAT, etc.
  • A one-page cover letter summarizing the firm's general strengths and in relation to this call and indicative quote for provision of the services stating whether VAT inclusive or exclusive.
