In order to diversify agriculture and promote horticulture exports, Harvest II wishes to support potential and new exporters in the horticulture sector. However, new horticulture exporters lack expertise to access export markets, in the following areas.

  • Researching and identifying markets, potential buyers, and market entry.
  • Concluding arrangements to access those markets – negotiating and contracting, with clients, logistics and other service providers.

To meet this need Harvest II and Cambodian partners wish to develop a platform that can provide the appropriate training and other related business development services to develop the necessary ‘export marketing’ expertise, that will enable horticulture exporters to develop effective long-term relationships with export buyers.

The purpose of the TOR is to identify a consultant to undertake services during the design phase of the pilot. The design phase comprises of:

  • Training Needs Analysis
  • Introductory Module Design
  • Training Course Outline
  • Training Approach Plan

Position Summary

Type (Local or International): Cambodia Registered Firm

Location: Phnom Penh, with some provincial travel

Duration of Assignment: 8 weeks; LOE 30-days from March 29 to June 30th, 2021

Project Overview:

The Feed the Future Cambodia Harvest II (Harvest II), USAID is a five-year project (April 2017-April 2022) to accelerate growth in the horticulture sector using a blended buyer-led and market systems development approach. Harvest II supports commercial relationships that will ultimately allow farmer groups, buyers/processors, and other market actors to compete more effectively in domestic and international markets. These actors will be found throughout the horticulture sector across the Feed the Future Zone of Influence (ZOI) in the provinces of Pursat, Battambang, Siem Reap and Kampong Thom. The project has three interconnected objectives: 1) Improve capacities for market participation, 2) Improve market linkages, and 3) Improve governance and enabling environment.

Expectations - Duties, Responsibilities
  • The consultant will:
  • Conduct training needs analysis with exporters using the initial course outline design for the six (6) suggested courses which includes:
  • Understanding International Trade & INCOTERMS
  • Understanding Buyers Requirements
  • Understanding Logistics & Finance
  • Trade Information & Support Services
  • Marketing, Sales and Customer relationship management
  • Government Incentives & Trade Agreements
  • Interview SME traders including trader agencies & farmer organizations from the following value chains and following provinces. We expect to interview about 20 people or organizations covering the value chains and provinces.
  • Value chains: cassava, pepper, silk, cashew nuts, vegetable, mango, longan, pepper (and spices)
  • Provinces: Battambang, Pursat, Kampong Thom, and Siem Reap, Kompong Cham, Kompong Speu, Kampot, Phnom Penh.
  • Update the course outline design based on consolidated inputs from the exporters.
  • Develop the course contents for two (2) suggested courses.

  • Relevant experience in agriculture, agriculture export, regional trade, and standards.

  • Deliverables:
  • The consultant will submit a work plan, and draft research methodology to Harvest II not more than 5 (five) days after contract signature.
  • Training needs analysis, results, and recommendations no later than 20 after contract signature
  • The consultant will submit final deliverables no later than 60 days after contract signature.

  • Course content for 2 suggested courses
