Responsible to: Board of Director

PEPY Empowering Youth’s Executive Director (ED) is the highest-ranking officer of the organization. The ED is responsible for achieving progress towards meeting PEPY’s strategic goals, while abiding by PEPY’s Executive Limitations. These are set out in PEPY’s Board Policies (attached).

The ED will be evaluated primarily on:

  • They ability to make progress towards PEPY’s stated strategic goals, while remaining within the Executive Limitations set out by the Board.
  • They achievement of short-term goals set in coordination with PEPY’s Board of Directors.
Duties
  • To ensure PEPY is focused on achieving its vision and is on-track to achieve strategic short and long-term goals
  • To ensure PEPY is an effective, responsible, and forward-looking organization
  • To oversee the implementation, improvement, and monitoring and evaluation of programs
  • To ensure programs are well-planned and effective, with realistic and detailed activity plans, and have appropriate M&E systems to facilitate continuous improvement
  • To foster creativity and innovation throughout PEPY programming
  • To develop and maintain strategic partnerships for fundraising potential and general organizational development
  • To act as a spokesperson for PEPY, representing the public face of the organization locally, nationally, and internationally
  • To ensure, with the support of the Board of Directors, that PEPY has adequate funds to deliver all committed program activities
  • To take a leadership role in fundraising activities and building relationships with donors
  • To represent PEPY at partner and government meetings, donor visits, audits, and special meeting requests
  • To ensure adequate and consistent documentation in all program and organizational areas
  • To ensure PEPY is a learning and sharing organisation, complying with best practices
  • To ensure all change, and new initiatives, are well-planned
  • To ensure PEPY has the necessary policies, systems and processes in place to work in an efficient and effective manner
  • To uphold and ensure staff awareness of all PEPY policies
  • To ensure good governance and transparency of the organization
  • To ensure responsible financial oversight and planning, which includes review of budgets, expenditures and general financial well-being
  • To ensure that the PEPY office is well-managed and organized
  • To ensure the organization is appropriately staffed
  • To ensure every member of staff is motivated, performing their role effectively, receiving appropriate levels of support by lower-level management and general PEPY culture, and feels a valued member of the team
  • To ensure appropriate recruitment, orientation, retention, training, disciplinary action and performance review for all staff
  • To ensure effective and timely communication with and reporting to authorities and partners, including quarterly reports to the Ministry of Interior, Ministry of Education Sport and Youth Provincial of Education in Siem Reap, High Schools, The District Office of Education and other local stakeholders (due in April, July, October, & January), ) To ensure that PEPY’s Board is well-informed, which includes ensuring regular monthly updates, regular check-ins based on urgent needs or questions, any Board approval requirements with regards to the “ Executive Director Limitations”, and attendance at board meetings when appropriate.
  • To ensure PEPY’s Core Values are upheld to the greatest extent possible in our work. This includes in PEPY’s staffing, policies, programs, hiring, evaluation, partnerships, communications, and all strategic decision-making. The ED should act as a voice for PEPY’s Core Values in their role at PEPY.
Requirements
  • Education:
  • University Degree (Bachelor or Master) related to Management or evidence of advanced study in social development or Community development fields.
  • Knowledge:
  • Good knowledge of Youth Development and Cambodian Youth Development Policy.
  • Good knowledge of rural development approaches, current pace of development and challenges and opportunities in rural Cambodia
  • Good understanding on Cambodia’s government strategic plan and sector programs.
  • Good understanding on PEPY’s Vision, Mission, Core Values, guidelines and procedures especially program and financial guidelines/procedures.
  • Good knowledge and experience in governance and management.
  • Good knowledge and experience in working with, PoEYS and DoEYS.
  • Skills:
  • Project management (planning, monitoring and evaluation)
  • Coordination, communication and report writing skills
  • Ability to conduct field analysis for develop proposal, work plan, and monitor the project activities.
  • Proven ability to lead, motivate and influence others
  • Excellent negotiation and facilitation skills with the government and partners
  • Basic financial management including budget analysis
  • English proficiency in both speaking and writing
  • Computer proficiency (MS Word, Excel, PowerPoint)
  • Good organizational skills
  • Ability to conduct field research and data analyze effectively
  • Sensitivity to working in a culturally diverse organization and region and gender issues
  • Willing to travel and spend time in remote villages
  • Experience:
  • At least 3 years’ experience in working with education sector or relevant to education sector
  • Work with local authority, teachers, principals in partnership and capacity building staff.
  • Strong experience in facilitating workshop, development of project report, proposal and budget preparation
  • Strong experience of conducting quality field analysis for proposal develop, work plan, monitor the project activities.
  • Good knowledge of fundraising and CSR partnership
