The garment, textile, and footwear sector remains at the heart of the Cambodian economy, generating 74% of export earnings and formally employing more than 650,000 Cambodians, the majority of them women. It is estimated that each garment worker supports another three to four family members. This means two million Cambodians depend on the garment sector for their livelihoods.

The Better Factories Cambodia (BFC) programme started operating in Cambodia in 2001.

BFC is a partnership between the International Labour Organization and the International Finance Corporation that began conducting independent assessments of working conditions in Cambodian apparel factories in 2001. BFC currently assesses working conditions against ILO core international labour standards and Cambodian labour law in around 520 factories employing approximately 540,000 workers.

Since the start of the programme, BFC has aimed to improve working conditions and productivity in the Cambodian garment and footwear sector, collaborating at multiple levels of the supply chain to create sustainable solutions for all. In doing so, the programme aims to achieve improved worker health and wellbeing, as well as a knock-on effect on workers' families’ welfare, while at the same time strengthening the national industry via increased productivity and profitability in factories.

Improving labour standards in global supply chains, and ensuring that workers' rights and entitlements are protected help distribute the benefits of trade. BFC supports enterprises in implementing the ILO core international labour standards and Cambodian labour law. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers.

Enterprise Assessor/Advisor

Position Summary

Contract type: Fixed Term

Contract duration: One year (with possibility of renewal)

Supervision

The Better Factories Cambodia Assessment/Advisor reports to the BFC senior management team member responsible for monitoring and advisory based in Phnom Penh, Cambodia. Guidance and advice on technical or procedural aspects of the work are received as required. Judgement, initiative and creativity are required in translating project tools and approaches at the enterprise level. The work product is controlled by the supervisor for technical soundness and appropriateness.

Function

To work across BFC core services and other projects; provide professional level enterprise advisory services including the conduct of independent enterprise assessments against labour standards and the provision of enterprise level consultancy services to support remediation and enterprise improvement. Enterprise assessments and progress reports will be accessed by enterprises, international buyers and government ministries and will contribute to public reporting. The work of enterprise assessor/adviser has a direct impact on enterprise performance and access to markets. The function requires substantial work in the factories.

Expectations - Duties, Responsibilities
  • Independently conduct enterprise assessment of labour standards and management systems at the enterprise level;
  • Independently produce high standard reports in English on (i) assessments findings, (ii) recommendations for improvement, (iii) enterprise improvement plans and (iv) progress reports on implementation;
  • Review the reports of other advisors as part of the peer review Better Work quality assurance system;
  • Provide high quality enterprise level consultancy services designed to improve enterprise performance including coaching, facilitating management and union improvement committees, providing technical advice and conducting classroom based training;
  • Select and adapt and contextualise Better Factories Cambodia/Better Work products for use at the individual enterprise level based on needs;
  • Provide technical advice and input into the development of Better Factories Cambodia/Better Work research, products and strategies;
  • Actively contribute to the project’s monitoring and evaluation strategy, research agenda and knowledge management strategy;
  • Contribute to the financial sustainability strategy of the project including encouraging the participation of enterprises in project activities, a strong outcome focus, and effective time management of consultancy services;
  • Support a gender inclusive approach across all activities;
  • Support the coordination and project management of certain projects within BFC;
  • Supervise project support staff as required;
  • Other duties as required by the supervisor.
Requirements - Skills, Qualifications, Experience
  • Education
  • University degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience
  • Experience
  • At least two years of professional experience in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant field. Project management experience is desirable.
  • Languages
  • Excellent command of English and Khmer. A working knowledge of another language spoken by employees in the export apparel industry would be an advantage.
  • Competencies
  • Good communications skills, both oral and written;
  • Good analytical skills.
  • Good knowledge of the Cambodian labour law and regulations;
  • Good group facilitation, interpersonal and conflict resolution skills. Experience in industrial relations and building of social dialogue between management and worker representatives at the workplace an advantage;
  • Understanding of enterprise level human resource, production and quality systems;
  • Good understanding of corporate social responsibility and labour compliance issues in global supply chains;
  • Good coordination and project management skills;
  • Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partner organizations/ consultants;
  • Good understanding of principles of gender equality and principles of equal opportunity and how these can be promoted as part the responsibilities of the post;
  • Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team;
  • Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers, government officials, management, unions and NGOs;Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
