Function
The role of an enterprise advisor and trainer is to provide professional inclusive and interactive trainings for factory managers and workers; including giving advice on improvements on factory’s compliance vis-à-vis international core labour standards and the Cambodian labour law; and to advise and support factories in remediation and enterprise improvement in worker-management committees (bipartite committees). For each advisory factory, progress reports will be written, which are accessed by enterprises, and international buyers, and which will contribute to public reporting.
Reporting lines
The Better Factories Cambodia Enterprise Advisor and Trainer reports to the Better Factories Cambodia team leader on training services, who is based in Phnom Penh, Cambodia. Guidance and advice on technical or procedural aspects of the work are received as required. Judgement, initiative and creativity are required in translating project tools and approaches at the enterprise level. The work product is controlled by the supervisor for technical soundness and appropriateness.
- Provide high quality enterprise level support services designed to improve enterprise performance including coaching, facilitating worker-management committees, providing technical advice and conducting trainings;
- Provide high quality training services to factory management, workers and trade unions;
- Independently produce high standard advisory services reports in English on (i) recommendations for improvement, (ii) enterprise improvement plans, (iii) progress reports on implementation, and (iv) training activities and results;
- Review the reports of other advisors as part of the peer review quality assurance system;
- Select and adapt and contextualise BFC/BW products for use at the enterprise and industry levels based on needs;Strengthen the ability of ILO’s constituents through provision of effective capacity development
- Design high quality gender sensitive training materials incorporating the concept of inclusiveness
- Provide technical advice and input into the development of BFC/BW research, products and strategies;
- Actively contribute to the project’s monitoring and evaluation of advisory, assessment and training services; 10. Contribute to the implementation of the programme’s strategy and collaboration with the stakeholders
- Adopt a gender inclusive approach across all factory level activities;
- Other duties as required by the supervisor.
- Education
- Recognized university degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience.
- Experience
- At least two years of professional experience in social dialogue, training or capacity development in the private sector or development organisations, work on gender equality, occupational health and safety, productivity and corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant field.
- Languages
- Excellent command of English and Khmer. Knowledge in Chinese would be an advantage.
- Competencies
- Good communications skills, both oral and written;
- Good analytical skills;
- Good knowledge of the Cambodian labour-related law and regulations;
- Good group facilitation, interpersonal and conflict resolution skills. Experience in industrial relations and building of social dialogue between management and worker representatives an advantage;
- Good knowledge and understanding of concepts of behavioural change, particularly in applying the approaches in developing training material, or/and facilitating meetings and trainings;
- Understanding of enterprise level human resource, production and quality systems;
- Good understanding of corporate social responsibility and labour compliance issues in global supply chains;
- Ability to monitor the effectiveness of training and capacity building initiatives;
- Good understanding of principles of gender equality and principles of equal opportunity;Additional

- Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers, government officials, management, unions and NGOs;
