The Better Factories Cambodia (BFC) programme started operating in Cambodia in 2001 and is a partnership between the International Labour Organization and the International Finance Corporation. As part of the Better Work flagship programme, BFC engages with workers, employers and the Royal Government of Cambodia to achieve improved health and wellbeing of garment workers with knock-on effect on workers' families’ welfare, while at the same time strengthening the national industry via increased productivity in garment factories. With a current coverage of over 550 factories and 550,000 workers, BFC collaborates closely with the industry stakeholders at multiple levels of the supply chain to create sustainable and practical solutions for all. In doing so, the programme aims to improve labour standards in global supply chains, and ensuring that workers' rights and entitlements are protected to help distribute the benefits of trade. BFC supports enterprises in implementing the ILO core international labour standards and Cambodian labour law. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers.

For the programme’s current strategic phase (2020-2022), BFC aims to impact the lives of at least 500,000 workers in all exporting garment factories and a substantial proportion of the footwear and travel goods and bag factories. BFC works jointly with the government to strengthen their capacity for upholding labour standards in the industry in the long term, support industry partners in creating a vision for the industry that combines both competitiveness and business strength as well as respect for labour standards and create stronger partnerships to build capacity for dialogue and grievance resolution at the factory level.

Function

The role of an enterprise advisor and trainer is to provide professional inclusive and interactive trainings for factory managers and workers; including giving advice on improvements on factory’s compliance vis-à-vis international core labour standards and the Cambodian labour law; and to advise and support factories in remediation and enterprise improvement in worker-management committees (bipartite committees). For each advisory factory, progress reports will be written, which are accessed by enterprises, and international buyers, and which will contribute to public reporting.

Reporting lines

The Better Factories Cambodia Enterprise Advisor and Trainer reports to the Better Factories Cambodia team leader on training services, who is based in Phnom Penh, Cambodia. Guidance and advice on technical or procedural aspects of the work are received as required. Judgement, initiative and creativity are required in translating project tools and approaches at the enterprise level. The work product is controlled by the supervisor for technical soundness and appropriateness.

Expectations - Duties, Responsibilities
  • Provide high quality enterprise level support services designed to improve enterprise performance including coaching, facilitating worker-management committees, providing technical advice and conducting trainings;
  • Provide high quality training services to factory management, workers and trade unions;
  • Independently produce high standard advisory services reports in English on (i) recommendations for improvement, (ii) enterprise improvement plans, (iii) progress reports on implementation, and (iv) training activities and results;
  • Review the reports of other advisors as part of the peer review quality assurance system;
  • Select and adapt and contextualise BFC/BW products for use at the enterprise and industry levels based on needs;Strengthen the ability of ILO’s constituents through provision of effective capacity development
  • Design high quality gender sensitive training materials incorporating the concept of inclusiveness
  • Provide technical advice and input into the development of BFC/BW research, products and strategies;
  • Actively contribute to the project’s monitoring and evaluation of advisory, assessment and training services;   10. Contribute to the implementation of the programme’s strategy and collaboration with the stakeholders
  • Adopt a gender inclusive approach across all factory level activities;
  • Other duties as required by the supervisor.
Requirements - Skills, Qualifications, Experience
  • Education
  • Recognized university degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience.
  • Experience
  • At least two years of professional experience in social dialogue, training or capacity development in the private sector or development organisations, work on gender equality, occupational health and safety, productivity and corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant field.
  • Languages
  • Excellent command of English and Khmer. Knowledge in Chinese would be an advantage.
  • Competencies
  • Good communications skills, both oral and written;
  • Good analytical skills;
  • Good knowledge of the Cambodian labour-related law and regulations;
  • Good group facilitation, interpersonal and conflict resolution skills. Experience in industrial relations and building of social dialogue between management and worker representatives an advantage;
  • Good knowledge and understanding of concepts of behavioural change, particularly in applying the approaches in developing training material, or/and facilitating meetings and trainings;
  • Understanding of enterprise level human resource, production and quality systems;
  • Good understanding of corporate social responsibility and labour compliance issues in global supply chains;
  • Ability to monitor the effectiveness of training and capacity building initiatives;
  • Good understanding of principles of gender equality and principles of equal opportunity;Additional
  • Self-motivated and ability to work independently and with integrity in an outcomes-based work culture as well as contributing to the work of a team;
  • Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers, government officials, management, unions and NGOs;
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
