We have also introduced successful research and pilots on clean cookstoves and solid waste management, with a focus on plastic waste recycling and circularity. With a market driven approach, iDE Cambodia has reached about 1.2 million households, approximately 6 million people.

Position Summary

PROJECT OR DIVISION Water, Sanitation, and Hygiene (WASH)

REPORTS TO Provincial Enabling Environment Manager (PEEM)

LOCATION Based in Siem Reap province with frequent day trips working in villages, and sometimes staying overnight

PURPOSE

The Enabling Environment Officer (EEO) provides local government capacity, behavior campaigns, safe discharge for FSM (Fecal Sludge Management) products, and support in sustainable business by engaging local government and LBO to achieve the program goals and objectives.

RELATIONSHIPS

Please note: Reporting, supervision, and collaboration relationships may change over time with the addition or departure of staff or changes in organizational structure.

The primary professional relationships within iDE include the following:

  • Reports directly to Provincial Enabling Environment Manager (PEEM).
  • Collaborates closely with other members of the provincial teams such as SBA, DSM, RLA, and Provincial Admin Officer (PAO).
Expectations - Duties, Responsibilities
  • Stakeholder Engagement:
  • Build and maintain strong relationships with commune and village authorities, NGOs, and other relevant stakeholders.
  • Support commune, and village authorities in the integration of FSM and ODF Plus into their development plan.
  • Attend the commune investment plan (CIP) and commune development plan (CDP) processes.
  • Attend District Working Group (DWG) and commune council meetings.
  • Safe Discharge FSM:
  • Enforce the district and commune authorities to promote FSM practices.
  • Advocate for the development and implementation of supportive FSM guidelines and regulations at the commune and district levels.
  • Select commune councils to become the commune sanitation focal points.
  • Provide capacity building to local authorities on sanitation behavior change communication (SBCC) campaigns at the district, commune, and village levels.
  • Facilitate commune and village focal points to set quarterly plans and targets.
  • Provide coaching to commune and village sanitation focal points on how to trigger communities to build latrines and be willing to accept FSM services.
  • Hold monthly meetings with commune sanitation focal points.
  • Follow up on the progress results from the commune and village sanitation focal points.
  • Business Sustainability:
  • Support the SBA (Sanitation Business Advisor) to ensure public and private partnership meetings between LBO and local authorities to create sustainable WASH products and FSM services.
  • Build a network with stakeholders (NGOs, authorities, associations) to support business sustainability.
  • Performance Review
  • Attend quarterly performance review with PEEM.
  • Active support the Skill Gap Analysis and Performance Improvement Plan (PIP) with PEEM.
  • Take part in the quarterly 360 review process.
  • Meeting and Check-in
  • Attend the bi-weekly meetings with PEEM.
  • Attend the bi-weekly check-in with PEEM.
  • Reporting and Dashboard Analysis
  • Prepare daily and weekly reports to PEEM.
  • Entry the participants' information into google drive.
  • Financial Management
  • Prepare cash advance and clearance on time every month.
Requirements - Skills, Qualifications, Experience
  • QUALIFICATIONS AND SKILLS
  • Bachelor's degree in Community Development, Public Relations, or Business Administration.
  • At least 3-4 years of work experience with local authorities in the WASH sector.
  • Experience in SBCC and ToT training is advantageous.
  • Knowledge of current WASH policies and guidelines.
  • Good communication and coordination skills.
  • Creativity and innovative ideas to improve operations.
  • Able to speak and write in English.
  • Proficiency in the Microsoft Office suite, including Microsoft Excel, Word, and PowerPoint.
  • Able to use AI tools such as Google Sheets, Google Forms, etc.
