Role Purpose
Save the Children International (SCI) in Cambodia is seeking a Finance and Grant Coordinator for BRACE (Building the Climate Resilience of Children and Communities through the Education) and education projects. Under the supervision of the Education Manager and BRACE Team Leader. The Finance and Grant Coordinator will ensure that the Save the Children financial policies and procedures, control, and system are followed/implemented properly in accordance with Save the Children, Green Climate Fund (GCF) regulations, and government laws.
The post holder will assure that effective financial control and mechanisms are in place and work well to safeguard the award, sub-grants and financial assets as well as the reputation/ profile of Save the Children in Cambodia.
In consultation with the Education Manager and BRACE Team Leader and Head of Support Services, work with the country office’s finance, admin, IT, supply chain and awards management units and the partner finance teams to ensure all sub-grants are well managed, as well as SCI, GCF and donor compliance is well followed, conduct field monitoring and financial reviews and coordinate audits. The post holder will work closely with Save the Children Australia for guidance and support on GCF rules and regulations. The post holder will work with the country office teams to build capacity for project and partner finance staff on all matters related to financial management, procurement, particularly in control and compliance.
As the Finance and Grant Coordinator, the post holder will be responsible for overseeing project finance staff to ensure high-quality finance information is provided and analysed to enable effective decision-making. The post holder will identify risks associated to partner capacity and compliance to SCI and GCF rules and regulations and make recommendations to address these risks.

- Bachelor's Degree in finance and/or accounting or related field.
- Educational qualification, MBA, CPA will be an advantage.
- At least 5 years’ experience in financial management, preferably in international organizations, INGOs and/or bilateral organizations such as USAID, EU, Global Partnership for Education (GPE), Green Climate Fund (GCF) is preferred
- Solid understanding of government systems and the international development area
- In-depth knowledge of one of the above financial management, rules, and regulations
- Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information
- Excellent experience of computerized accounts packages, Excel, PowerPoint and Word.
- Excellent understanding of financial systems and procedures
- Strong business acumen and the ability to contribute to strategic decisions
- Proven ability to prepare budgets and donor financial reports
- Demonstrated capacity in providing financial training and support to partner staff
- Strong management and leadership skills
- Excellent oral and written communication skills for both English and Khmer languages.

Supply Chain Assistant

Role Purpose
The Supply Chain Assistant is responsible for the implementation of the country office’s day to day procurement activities under programs are carried out diligently, in a transparent manner, in compliance with the country office procurement manual and within donor’s rules and regulations. The post holder is responsible for making sure that all procurement activities of the program, especially the BRACE (Building the Climate Resilience of Children and Communities through the Education) project are fully and accurately documented, and the procurement plan/reports to donors are submitted on time and in the form and template required by the donors.
In collaboration with Supply Chain team and Program Operations team and the Ministry of Education, Youth and Sports (MoEYS), the post holder will also be responsible for monitoring the warehouse, movement of all stock / programme supplies in the TIM (Total Inventory Management) system as well as lead the stock count in all physical warehouse by working closely with Field Offices to ensure accurate report upload in the system. The post holder will manage the country and programme assets and General Programme Equipment ensuring accurate registration and recording according to Save the Children International (SCI) Assets Management Manual.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

- Minimum of relevant work experience in the area of procurement, logistics or/and Administration for 1 year
- Extensive and substantive relevant practical experience may be considered in lieu of a Degree
- Experience in managing asset and warehouse (system/database)
- Some experience in coordination, providing training and presentation
- Competent level skills in core IT application, particularly MS Office (Microsoft Words, Excel, PowerPoint and Access)
- Very good oral and written communication skills in English
- Great coordination skills and ability to juggle many different tasks simultaneously.
