ORGANIZATIONAL CONTEXT

Through the country strategic plan 2024-2028 will contribute to Sustainable Development Goals 2 and 17 as well as to strategic outcomes 1 and 4 of WFP’s strategic plan through the following three country strategic plan outcomes:

  • By 2028, systems are strengthened for people in Cambodia, particularly women and others most at risk of being left behind, to benefit from improved nutrition, education and social protection.
  • By 2028, food systems and disaster management systems in Cambodia are strengthened to better support the livelihoods, climate adaptive capacity and ability to manage shocks of people in hazard prone areas.
  • Crisis-affected populations in Cambodia are able to meet their food, nutrition and other essential needs during and after crises.

Outcome 1 focuses on WFP’s contribution to human capital development and outcome 2 supports climate change adaptation by enhancing the resilience of food systems and of people exposed to shocks and stressors. Outcome 3 represents a contingency plan for crisis response that will be activated only if needed.

WFP will achieve these outcomes in partnership with the Royal Government of Cambodia at national, subnational and local levels, United Nations partners, including the other Rome-based agencies, research partners, communities and affected people, donors and the private sector.

Job Purpose: WFP Cambodia is seeking to recruit an experienced driver to provide support for its field operations. This position will be based in WFP Area Office in Siem Reap Province – while working closely with the Administration team in Country Office Phnom Penh.

Expectations - Duties, Responsibilities
  • KEY ACCOUNTABILITIES
  • Provide transportation of authorized personnel including translation of basic conversations from/to the local language, and/or delivery of various items/commodities following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
  • Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities to facilitate smooth and safe entry and arrival to the authorised destinations.
  • Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status, to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
  • Responsible that the assigned vehicle is kept clean and in a good condition including all equipment, the maintenance is done on time, vehicle is fully equipped with required travel authorisations and supplies, and any mechanical issues are reported to the supervisor to ensure safe and efficient services.
  • Maintain accurate logbooks, recording mileage, fuel consumption, and signature of the passenger(s)
  • Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward.
  • Outside driving duties, perform basic office related tasks such as filing, photocopying, and maintaining stores when required including delivery/collection of various items, mailing service and payment of office telephone and other bills to ensure administrative support to clients.
  • SPECIFIC POST REQUIREMENTS
  • Perform minor vehicle repairs and arrange for other repairs, when required.
  • Support field staff during field visits.
  • Ensure that radio drills are conducted as required.
  • Ensure the vehicle is adequately equipped as per the Minimum Operating Security Standards.
  • Be flexible with working hours and available for duty during weekends, holidays, and outside normal working hours as required.
  • Display a high level of integrity, punctuality, and professionalism while carrying out duties.
  • Familiarity with local roads, routes, and geography to ensure efficient and timely transportation.
Requirements - Skills, Qualifications, Experience
  • STANDARD MINIMUM QUALIFICATIONS
  • Education: Completion of secondary school education. Has received formal driver training and has a driver’s license/certification that is valid in Cambodia and that allows to operate assigned vehicles as per local rules and regulations.
  • DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
  • Three or more years of work experience as a driver, preferably in an international organization, embassy, or UN system, with a demonstrated safe driving record. Experience in driving a variety of makes and models of vehicles, including vans, trucks, and other kinds of motorized vehicles. Experience in defensive driving is desirable. Have a valid driver licence.
  • Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads/waterways and conditions, and security issues.
  • Knowledge of the vehicle loading capacity and other parameters.
  • Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.).
  • Ability to read and interpret documents, such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Basic skills to assist in case of emergency, knowledge of first aid basic methods.
  • Knowledge and ability to use radio, email, telephone and other applications.
  • Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs.
  • Ability to demonstrate a client-oriented approach, high sense of responsibility, courtesy and tact.
  • Has basic computer skills.
  • LANGUAGE: Fluency in both oral and written communication in English.
