Toutes a l’Ecole (TAE) is a network of associations supporting young women coming from lower socioeconomic backgrounds to access higher education and employment. TAE operates via two legally separate associations, Toutes à l’Ecole France (TAE F) and Toutes à l’Ecole Luxembourg ( TAE L).

TAE France operates Happy Chandara, in Prek Thmey (near Phnom Penh, Cambodia), a pilot school providing free education from Kindergarten to Grade 12 to over 1300 girls and free accommodation for 160 girls.

TAE L is represented in Cambodia with the local foreign NGO called Toutes a l’Ecole Luxembourg Succursale a.s.b.l (TAE LS) operating as a branch of TAE L.

TAE LS operates two dorms called “Chandara Student Homes” in Phnom Penh, supporting over 300 students from Happy Chandara, during their university studies, and one boarding house called “Internat 2 or BS2” in Prek Thmey accommodating 120 students from High School and Secondary School at Happy Chandara

TAE LS employs about 20 staff, local and international, to run all operations, in close contact with senior management in Luxembourg.

Dormitory Manager

Position Summary

In this context, we are looking for a Dormitory Manager for the two dorms of Chandara Students Home for a maternity leave replacement, based in Phnom Penh.

The first month would be dedicated full time to shadowing and handover of the current Dorm Manager. The Dorm Manager will then be in autonomy on the described tasks directly in link with the Country Manager.

Working hours

  • 04 days per week until 8pm
  • Activities on Saturday (exact frequency to be confirmed) will be compensated

Main Missions

The CSH Dorm Manager is responsible for the operations of the Chandara Students Home dorms including: attendance and circulation of students, the respect of rules and regulations, registration to University and collection of results, update of the student’s database, identification and follow-up of student’s cases.

The CSH Dorm Manager manages a team of Home Monitors and administrative assistant who provide assistance to the students and staffs.

Expectations - Duties, Responsibilities
  • Supervision of the 2 Chandara Students Home dorms
  • Monitor the circulation of students: attendance or permission for absence
  • Coordinate of students’ movement in dorm (departure of promotion 2 and arrival of promotion 6)
  • Collecting contracts and internal rules from students both in dorm and at home
  • Calculation students’ monthly allowance
  • Update student’s database
  • Staffs Management
  • Manage home monitors and administrative assistant: supervise their activities, provide support and training for continuous improvement
  • Coordinate monthly meetings with home monitors
  • Student cases
  • Identify and follow-up students’ risky cases (drop-out risk, academic risk etc.)
  • Follow-up on a regular basis with social worker and management team.
  • Deal with students’ cases with management team (disciplinary)
  • Academic Administration
  • Coordinate university payment process accurately and in timely manner
  • Collect academic results
Requirements - Skills, Qualifications, Experience
  • Required Profile
  • Bachelor degree in Management, in Business Administration, Education, Social work or Psychology and other related fields
  • Ability to communicate in English and Khmer (or French is plus)
  • 3 years of relevant experience
  • Relevant experiences in dormitory management in education sector is a plus
  • Qualities and competencies required
  • Autonomy and proactivity, flexibility
  • Attention to details and problem-solving skills
  • Cooperative attitude and good communication skills
  • Concern of others - required being sensitive to others’ needs and feelings and being understanding and helpful
  • Leadership – willing to lead, take charge and offer opinion and direction
  • Conflict resolution skills
  • Proficiency in Microsoft Office
