Director Of Programs (1 Position)

Position Summary

The Purpose of Position:

This position is accountable for leading the overall program portfolio, including planning and implementation to achieve the global balance scorecard. He/She will provide leadership to the Senior Manager for Program Effectiveness, ensuring all the country programming aligns with the Global Program Model, which applies to the country context, and leading the system approach and solution design to confirm the intervention at the Area Program Level. Lead the Senior Manager for Program delivery, ensuring that all project execution on time, on budget and achieve targets and evidence of maximizing reach to the people we serve (vulnerable communities). Provide leadership in rolling organizational value exchange process and digital integration to programming, ensuring the nurturing of relationships among shareholders and investors.

Expectations - Duties, Responsibilities
  • Key Result #1: Strategic Alignment and Execution
  • Lead development for the country's strategic/operating plan, ensuring its alignment with the global direction.
  • Provide leadership and foster collaboration with the Senior Manager for Program Effectiveness, Senior Manager for Program Delivery, Value Exchange Relationship Manager, and MERL in the identity and execution of the Area Program Growth Plan
  • Provide leadership in execution and create platforms for learning and improvement of Sponsorship of the Future (SOfT) processes, which result in transformed relationships and mutual benefits of shareholders and investors.
  • Identify the need to fill funding gaps at the Area Program (AP) level and keep sharing with the Business Development Manager for funding opportunities.
  • Key Result #2: Program Design, Planning and Implementation
  • Lead execution of system practice and solutions design, including crafting the road map, capacity building to key staff, and key timeline for implementation at the AP level.
  • Approval of the Annual Operation Plan and Budget Plan, ensuring the alignment with the Country's Strategic Plan.
  • Proactively support the Business Development Manager in composing proposals – technical interventions and operational plans.
  • Provide directions to Senior Manager for Program Effectiveness in contextualizing and using learning from field practices to adjust the interventions of each technical specialization.
  • Key Result #3 Donor Compliance and Engagement
  • Ensuring all the donor requirements of design and planning are followed.
  • Approval and submission on time with quality of Report, impact story, and requests as donors require.
  • Lead major donors' visits and executive visits with expected results in satisfactory program implementation aligned with the organization's direction.
  • Key Result #4 Government Engagement
  • Provide leadership to the program's effectiveness and program delivery to ensure the reporting is submitted to the government on time and the agreed templates are in place.
  • Use data and learning from program experiences to share with the government and advocate for better actions toward social justice.
  • Hosting the government monitoring visits
  • Key Result #5 Organizational Risk and Compliance
  • Act as the Country Risk Champion by leading and facilitating the process of risk identification, registration, and analysis.
  • Provide directions to the assigned risk owners in conducting risk rating compose controls to mitigate risk.
  • Conduct quarterly follow-up action to ensure all
  • Provide orientation to risk owners on the System (LogicGate) and ensure all owners work on that platform.
  • Evaluate the effectiveness of the control and its progress and report to the Country Director.
  • Accountable and ensure the risks under program are identified and properly designed and implementation of mitigation controls.
  • Key Result #6 Organizational Leadership and Culture
  • Champion promoting FH culture, mindsets, and behaviors in all interactions, serving as a role model.
  • Lead and contribute to developing and modeling accountability and servant leadership.
  • Contribute to the execution of FH ReIMAGINE and support team to cascade to frontline staff.
  • Engage in the Community of Practice (CoP) or working groups for different initiatives as per invitation and use these platforms to share and draw learning to/from other countries.
Requirements - Skills, Qualifications, Experience
  • Requirements:
  • A vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor, and in full agreement with FH’s Christian beliefs.
  • 5 years of experience in working leading multi-sector programming
  • Experience working with diverse team members with proven success in dealing with people from different perspectives
  • Prior experience in a complex, matrixed organization, with the ability to scale processes in a global, professional service organization.
  • Ability to interact positively with all levels of the organization and across organizational and cultural boundaries.
  • Commitment to accountability and transparency with beneficiaries, showing dignity and respect, and demonstrating listening and understanding
  • Strong people management skills / interpersonal skills with the ability to motivate, teach and mentor staff and team members.
  • Proficient in MS Office Suite
  • High-level integrity and initiative taking and positive attitude towards learning and sharing.
  • Ability to travel up to 40% of the time travelling to different APs and communities
  • Education Experience:
  • Master degree or equivalent combination of education and experience in development studies, project management and multi sector development program
  • Non-profit ministry experience is a plus. Program leadership experience that includes risk and compliance management, financial management, and opportunity development
  • Language:
  • Fluent in Khmer Language and Proficiency in spoken and written English. Ability to write reports, and business correspondence and excellent written and verbal communication skills
