Digital Development Specialist (1 Position)
- The Digital Development Specialist will support all aspects of Objective 3 implementation and will be part of the digital advisory team providing digital training, mentoring, and technical assistance based on demand from ISAC partners. S/he will carry out activities under the direction of the Deputy Chief of Party/Senior Technology Program Manager. Specific tasks to be completed under SOW include but are not limited to:
- Providing day-to-day technical management and oversight of technology-related grants, including for the development and/or scale-up of digital social accountability tools.
- Identify relevant local tech tools that can be replicated or scaled up across the country.
- Work with CSO partners to improve the utilization and effectiveness of the digital tools/solutions developed and rolled out with ISAC support.
- Managing and running digital awareness-related events and reporting to ISAC-DAI team on opportunities, challenges, and trends to inform project design and implementation.
- Providing technical support to CSOs to manage and promote their social-accountability digital tools developed with ISAC support to disseminate I4C information and promote civic engagement; this includes supporting them to design user-friendly digital content for their digital tools.
- Developing and administering ISAC’s integrated suite of digital advisory services (including training, mentoring, advisory services, and technical assistance).
- Managing content development and delivery of any newly developed digital trainings for ISAC.
- Carrying out tasks to help improve the digital security capacity of ISAC IPs and help them consistently apply digital hygiene practices to help them stay safe online.
- Other tasks as required.
- Required Qualifications
- A Bachelor’s degree in Computer Science, Information Technology, Communication, Engineering, Information Management, or other relevant fields. Candidates in other fields who have at least 4 years’ professional experience in implementing/managing digital development and/or social media projects are encouraged to apply also.
- At least 4 years’ relevant professional experience, including at least one year of experience in the ICT4D/digital development field in Cambodia.
- Previous experience working on donor-funded projects, with a preference for managing activities on USAID-funded projects.
- Knowledge of or previous work experience in the design, development, iteration, and deployment of digital tools.
- Ability to productively engage with CSOs at the national, provincial, and commune levels.
- Strong communication skills with proficiency in English and Khmer.
- Desired Qualifications
- Demonstrated experience in successfully managing social media platforms to promote citizens’ knowledge and/or community awareness raising.
- Demonstrated experience in successfully piloting or scaling ICT4D/digital development innovations in Cambodia.
- Demonstrated experience in applying human-centered design principles to digital solutions.
- Demonstrated experience in successfully supporting CSOs to enhance their digital security at the organizational and/or individual levels.
Digital Security Specialist Consultant (1 Position)
Duration/Level of Effort: Approximately 100 working days (over 10 months)
This consultant will provide technical and advisory support to improve the digital security capacity of civil society partners. The consultant will be part of the digital advisory team, and provide training, mentoring, advisory services/assessments, and technical assistance based on demand from ISAC partners. S/he will carry out activities under the direction of the Deputy Chief of Party/Senior Technology Program Manager in coordination with the Digital Development Specialists. Specific tasks to be completed under SOW include but are not limited to
- Provide support to the project team members to develop and optimize digital security training support services and provide inputs to all project digital security and digital situational assessments.
- Manage content development, training delivery, and assessment of trainee satisfaction for digital security trainings.
- Provide routine digital security coaching to ISAC partners.
- A Bachelor’s degree in Computer Science, Information Technology, Engineering, or other relevant fields. Professional security certifications are desirable.
- At least 4 years’ relevant professional experience related to cybersecurity, security frameworks, mobile security, firewalls, intrusion detection/prevention systems, security, and risk management.
- Strong communication skills with proficiency in English and Khmer.
- Demonstrated experience in successfully supporting CSOs to enhance their digital security at the organization and/or individual levels.Previous work experience in the design, development, iteration, and deployment of technology solutions preferred.
