The Liechtenstein Development Service (LED) is mandated by the government of Liechtenstein to implement its official bilateral development cooperation. Currently, LED is active in ten countries globally. In Cambodia, LED has opened a Country Office in 2024 and focuses on vocational education and training. Since its start in Cambodia LED is building up a project portfolio in three skill areas: skills for the digital transformation, skills for the green transformation, skills for tourism. LED is a small and focused donor organization with very lean structures.

Contract Duration: 1 year, renewable

Job Description

The Deputy Country Coordinator keeps regular contact with relevant Cambodian line-ministries, development partners, implementing organizations and stakeholders and engages actively in various coordination activities in close coordination with the Country Coordinator. Accompanying ongoing projects and ensuring good documentation and compliance with LED rules and principles is an important part of the work. All this is done in close communication with the LED head office.

Accounting and payroll-management are outsourced but need preparatory work from the Country Office. The Deputy Coordinator is expected to transition into the role of Country Coordinator in 2026 with a longer-term perspective. This makes this position a unique opportunity to have an impact on LED’s work in Cambodia and to work in various facets of development cooperation.

Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in or master degree in education, economics, social sciences or related fields.
Work History:
  • At least of experience in a leading position of an organization working ideally in TVET / systemic skill development for 5 years
Skills & Knowledge:
General & Technical Skills
  • Proven knowledge about the TVET system in Cambodia.
  • Good system thinking skills and willingness to learn.
  • Digital literacy and skilled in using the basic office applications.
Soft Skills
  • Strong personal and interpersonal skills.
  • Well organized and able to work alone.
  • Fluent in khmer and English both in writing and speaking.
  • Ability to travel inside Cambodia and abroad for several days.
