GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Cambodian-German-Swiss Improved Service Delivery for Citizens in Cambodia (ISD) Programme, financed by the German Federal Ministry of Economic Cooperation and Development (BMZ) and the Swiss Development Cooperation, has the following objective: Districts and municipalities in the selected partner provinces use strategies and improved processes for service delivery in priority sectors. To achieve this objective the GIZ ISD programme has a 46 months implementation period from Mar/2022 to Dec/2025. The programme will collaborate with the Secretariat of the National Committee for Subnational Democratic Development (NCDD-S) and other cooperation partners such as line Ministries, local governments of Battambang, Siem Reap and Banteay Meanchey, the National School of Local Administration (NASLA), the Cambodia Academy of Digital Technology (CADT), etc. and non-governmental organisations in line with key strategic areas outlined in National Programme on Sub-National Democratic Development, Phase 2 (NP-2) 2021-2030.

The main areas of project’s interventions include the provision of public services in the field of health, waste management, water management and administrative services. The programme focuses furthermore on strengthening the complaint mechanism and cross-cutting topics in the field of gender and digitalisation. The project’s activities will be implemented at central level in Phnom Penh and at provincial and district administrations in the target provinces of Battambang, Siem Reap and Banteay Meanchey.

We are currently seeking Cambodian candidates for the position of Decentralisation Policy Advisor, based at the Programme office in Phnom Penh.

Decentralisation Policy Advisor

Position Summary

The Decentralisation Policy Advisor will ensure effective and efficient Programme support to the implementation of the National Programme for Sub-national Democratic Development, NP-2, in line with GIZ policies and procedures. S/he works closely with the Health and Fiscal Decentralisation Advisors and the Public Financial Management expert and will advise partners in the field of decentralized service delivery, strategy development and decision-making. In addition, s/he will travel occasionally to the other project locations to work with counterparts and Programme staff.

Expectations - Duties, Responsibilities
  • Advising the partner institutions
  • Provides advisory services and capacity development to the Secretariat of the National Committee for Sub-national Democratic Development (NCDD-S) and to the Ministry of Interior (MoI) to improve the implementation and the steering of the SNDD reform.
  • Supports the conceptualisation and design of key SNDD reform areas, e.g. a new subnational administration structure, regional and metropolitan administrations, inspection, the I-SAF, etc.
  • Recommends adjustments to legal regulations and advices line Ministries on the alignment of technical and administrative rules in line with the SNDD reform.
  • Reviews and proposes adjustments of functions and responsibilities of sub-national administrations and councils.
  • Drafts and supports the drafting of relevant rules, regulations, and guidelines
  • Advises NCDD-S on the establishment and functioning of a reform steering structure and on harmonizing SNDD reform implementation with other key government reforms (PFM, NPAR, Judicial Reform).
  • Conceptualise, prepares and implements workshops, seminars, and other events.
  • Supports research and studies on policy topics that will enrich and benefit to the implementation of the overall Programme.
  • Networking and Cooperation
  • Supports vertical and cross-sector learning in reform implementation
  • Communicates and channels the interests of the programme with stakeholders and exchanges ideas and information for the benefit of the Programme.
  • Strengthens networking and cooperation with the local council associations
  • Cooperates and coordinates closely with the other Programme advisors to collect ideas and inputs for smooth reform implementation.
  • Knowledge Management
  • Compiles information on his/her area of responsibility and ensures the transfer within the Programme as well as with stakeholders.
  • Develops strategies and technical concepts including guidelines, manuals and procedures, which are ready to be applied and/or replicated.
  • Prepares reports, presentation material and appropriate input to the various Programme reports and publications including annual reports, etc.
  • Management and Coordination tasks
  • Plans and monitors the assignment of external experts (consultants) in cooperation with the team leader and ensures that they provide cost-effective services.
  • Supports Programme implementation according to Capacity WORKS and assists in the organization and documentation of the project steering mechanism.
  • Prepares and monitors the budget for Programme activities and prepares the required financial documentation.
  • Organises exchange and learning events to support (peer) learning.
Requirements - Skills, Qualifications, Experience
  • University degree (Masters) in Public Administration, Law, Political Sciences, Development, or comparable qualification.
  • At least 8 years of professional working experience in related positions
  • Excellent knowledge of the Cambodian sub-national government system and the SNDD reform.
  • Good understanding of the Public Administrative and Public Financial Management Reform.
  • Comprehensive knowledge of national policies, their implementation status and the networks behind.
  • Outstanding networking, moderation and facilitation skills
  • Excellent communication skills and negotiation experience in complex situations with senior stakeholders from government, facilitating collaboration to achieve joint objectives.
  • Proven ability to work in a team, also in intercultural contexts
  • Excellent verbal and written English language skills
  • Willingness to travel in Cambodia, and to work and stay in the field
  • Excellent command of MS-Office
  • Good working knowledge of modern telecommunication systems
