Position Summary

OVERALL RESPONSIBILITY

Decent work program coordinator’s overall responsibility is to ensure APHEDA Cambodia worker rights and work safety projects are designed, implemented and monitored in line with APHEDA program policies and procedures and in accordance with Cambodian laws. APHEDA policies and procedures outline its standards, approaches and are embedded with APHEDA principles. Memorandums of understanding with Ministry of Foreign Affairs and line ministries, as well as implementation agreements with partners provide similar guidance on the standards, approaches and principles expected of APHEDA while contributing to the social and economic development within Cambodia. The position is also expected to maintain strong donor and partner relationships, assist with due diligence processes (such as capacity and risk assessments) and assist with timely and accurate reporting to a range of stakeholders.

The position is for an initial one-year period, with the possibility of extension.

Reports to:

  • The APHEDA Cambodia Country Manager

Functional relationships:

In addition to reporting to the Cambodia Country Manager, the Program Coordinator works directly with Country Program Coordinator, International Organisers and the Finance and Administration Officer.

Duties & Responsibilities:
  • Project Development:
  • In close collaboration with the Country Manager and International Organisers,
  • Liaise and coordinate with relevant government, INGO and NGO networks and community-based organisations relevant to the APHEDA strategic priorities of worker rights and work safety.
  • Support the development of project concepts and proposals related to the projects.
  • Project Implementation:
  • Develop and maintain current and accurate knowledge of APHEDA program/project cycle management and related policies and procedures.
  • Develop and maintain an understanding of donor requirements for current projects.
  • Coordinate program resources and staff, to ensure timely and good quality implementation.
  • Conduct/coordinate regular monitoring and reporting of the program and current projects.
  • Project Management and Reporting:
  • Directly manage project/s on behalf of the Country Manager as required – as a small team the Program Coordinator will be expected to directly manage projects. Currently it is expected that the Program Coordinator will:
  • Be directly responsible for coordination of the Cambodia “Asbestos. Not Here. Not Anywhere.” Campaign.
  • Other projects could be developed during the tenure of this position.
  • Prepare reports of progress and plans for APHEDA and donors.
  • Coordinate due diligence activities, including partner capacity assessments and risk assessments.
  • Project Evaluation
  • Develop and maintain current and accurate knowledge of APHEDA policies and procedures relevant to evaluation.
  • Coordinate the design and delivery of mid-term and end of project evaluations for current APHEDA projects.
  • Representation:
  • In close consultation with Country Program Coordinator:
  • Represent APHEDA at program and project related meetings and conferences.
  • Assist APHEDA Sydney based staff with the production of fundraising and communications materials aimed at promoting APHEDA’s work.
Requirements:
  • At least three years working in senior coordination roles within an international, non-government organisation, labour support organisation.
  • At least three years’ experience in working at a similar level within international development projects /programs.
  • Proficient in both Khmer and English written and verbal communication.
  • Demonstrated ability to understand and coordinate complex program activities
  • Understanding of child protection and prevention of sexual exploitation and abuse.

  • This position will be based in Phnom Penh, Cambodia and will involve occasional travel within Cambodia and internationally.
  • Terms and conditions of employment are as per the Cambodia staff policies and procedures and Royal Cambodian Government’s Labour Code.
  • The monthly salary for this position is US$ 1,100 (net) per month and a range of benefits of 13-month salary, pension, seniority allowance amounted to about 15% of the salary.
