Position Summary

Project Name: USAID Cambodia Malaria Elimination Project – 2 (CMEP2)

Location: Phnom Penh (with frequent travel to the provinces)

Salary: Commensurate with required experience and qualifications

Reports to: Monitoring, Learning and Evaluation Manager

Project Overview:

USAID Cambodia Malaria Elimination Project-2 (CMEP2) goal is to eliminate malaria and prevent its re-introduction in target provinces, contributing towards nationwide elimination, and leading efforts towards self-reliance and sustained, self-financed malaria programming. The CMEP2 overall approach is through the development and scale-up of innovative and evidence-based malaria interventions that have proven success and relevance to Cambodia. CMEP2 works collaboratively with CNM, PHDs/ODs, PMI and other malaria control partners to develop and adapt interventions that are evidence-based, locally relevant and scalable. CMEP2 supports provincial health departments (PHDs) and operational districts (ODs) to monitor malaria data and tailor interventions by level of risk. Particular attention is paid to high-risk populations. CMEP2 designs and implements activities jointly with CNM and PHDs/ODs as part of its sustainability plan and to foster self-reliance.

Duties & Responsibilities:
  • The data analyst is responsible for the following activities:
  • Work closely with cluster leads, MEL assistant and other team members to ensure quality data are collected, cleaned, analyzed and reported into the system;
  • Access online database and regularly verify and validate data;
  • Support conducting DQA, RDQA and strengthen data monitoring;
  • On a weekly and monthly basis analyze malaria cases and update the supervisor and management team;
  • Support all assessments, surveys, training, evaluations, project-based data assessments;
  • Assist in the development of the CMEP2 MEL plan, work plan, quarterly/annual reports, and situational analysis;
  • Check and verify with cluster teams any data challenges and errors and ensure they are corrected in the system;
  • Take the lead in reviewing all malaria data from the MIS and using data to improve programming;
  • Responsible for participating in all field level training and meetings at subnational level if relevant;
  • Improve capacity building at field level including data analysis and visualization;
  • Responsible for designing data visualizations for management team as needed.
  • Support data analysis and entry into the USAID development information system (DIS).
Requirements:
  • Master’s degree in public health, epidemiology or statistics.
  • Minimum 3 years’ experience in public health projects.
  • Experienced in working on online database systems.
  • Ability to use different data analysis programs (EpiInfo, STATA, KOBO, R, ArcGIS).
  • Experience in database design, data management, cleaning, and analysis.
  • Ability to build effective working relationships with counterparts and project teams;
  • Cambodian nationality with proficiency of English speaking, writing and listening;
  • Willingness to travel to the field within Cambodia.
