Counselor (2 Positions)

Nature of the Job

This position is part of a multidisciplinary aftercare team providing direct support to survivors of trafficking and exploitation in both shelter-based and community settings.

  • The staff member should be available to support the team beyond regular office hours, including emergencies and urgent survivor needs.
  • Participation in a weekend rotation schedule may be required to ensure continuous care and supervision of survivors in the shelter.
  • Flexibility to respond to crisis interventions, field visits, and coordination with authorities and stakeholders as needed.
  • Collaboration with counselors, social workers, legal team, and operations staff to maintain a safe and supportive environment.
  • Emotional resilience, professional boundaries, and a strong commitment to child safeguarding and survivor-centered care are essential.
Duties & Responsibilities:
  • Counseling & Psychosocial Support
  • Provide individual supportive counseling sessions under supervision.
  • Assist in psychosocial and risk assessments.
  • Facilitate group activities (life skills, emotional regulation, resilience-building).
  • Support crisis intervention when needed.
  • Case Management Support
  • Support development and follow-up of Individual Care Plans (ICP).
  • Maintain accurate and confidential case notes.
  • Track counseling progress indicators and report to supervisor.
  • Participate in case conferences and multidisciplinary meetings.
  • Shelter & Community Support
  • Support daily emotional well-being activities in the shelter.
  • Conduct follow-up visits for reintegrated survivors when assigned.
  • Coordinate with families and community stakeholders where appropriate.
  • Coordination & Reporting
  • Collaborate with social workers, legal teams, and external stakeholders.
  • Prepare weekly and monthly activity reports.
  • Maintain strict confidentiality and ethical standards.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent is required
  • English - Basic is preferred
Qualifications:
  • Bachelor's Degree in Psychology, Counseling, Social Work, or related field
Work History:
  • Experience in NGO or social service sector (experience with vulnerable children preferred) for 1 to 2 years

  • Monitor survivor progress across shelter and reintegration phases.
  • Conduct regular follow-up visits and home assessments.
  • Family & Community Reintegration
  • Conduct family tracing and assessments.
  • Support safe reintegration planning.
  • Coordinate with local authorities (DoSVY, Commune leaders, Police).
  • Provide basic family counseling and mediation when required.
  • Legal & Stakeholder Coordination
  • Support survivors in accessing legal, health, and education services.
  • Accompany survivors to court, hospital, or government offices when needed.
  • Collaborate with MoSVY, MoWA, MoJ representatives to strengthen case outcomes.
  • Documentation & Reporting
  • Maintain confidential case files and tracking systems.
  • Prepare case summaries and progress reports.
  • Participate in case review meetings and planning sessions.

The Mission: Scientific Prevention in Action

The SOE Associate is a frontline catalyst in the fight against child sexual exploitation (CSE) and human trafficking. This role is directly aligned with the Prevention Pillar of the NCCT's National Strategic Plan 2024–2028.
