Contract Name: Consulting Service for review and development of solid waste legal and regulatory framework and instruments | waste collection, transport and cleaning standard service contracts development| waste treatment and disposal standard service contracts | development of waste monitoring data and waste data systems, including manuals and training -including for environmental monitoring environmental inspections and enforcement.
The Task to be undertaken by the Consultants: 1). Review of existing legal and regulatory framework for solid waste management, the practices in the solid waste sector in Cambodia, as well as institutional assessment 2). Waste collection, transport and cleaning technical guidance and development of standard service contracts 3). Waste treatment and disposal technical guidance and development of standard service contracts 4). Propose the most appropriate combination of legal and regulatory instruments. 5). Changes to the existing legal and regulatory framework 6). Task 6: Draft legal and regulatory instruments 7). Provide further advisory support to MOE in the process of consultation and adoption of legal and regulatory instruments 8) Preparation of manuals and training and 9). Monitoring and information: Waste Data Monitoring and Waste Information, data systems and reporting.
The consultants will support the Ministry of Environment 1). To evaluate and propose modifications to the existing legal and regulatory framework related to SWM in Cambodia and facilitate the implementation of the National Solid Waste Management Strategy and Action Plan and facilitate the implementation and operationalization of Sub-Decree No. 113 (2015) 2). Specifically, is to propose modifications to existing legal and regulatory framework to facilitate the implementation and operationalization of Sub-Decree No. 113 (2015) and 3). Update legal and regulatory framework.
Bidder Eligibility
- Consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in accordance with the World Bank Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations for IPF Borrower – 4th Edition”). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following minimum qualifications required for the Consulting Firm that should be specifically identified in the proposal for this assignment:
- At least 10 years of experience in reviewing legal and regulatory frameworks and drafting new legislation and regulations.
- At least 2 similar international assignments in the legal and regulatory aspects of solid waste management and environmental laws and regulations and experience in the content and development of environmental/solid waste management laws and regulations, with at least one reference in the South-East Asia region.
- At least one reference in Cambodia in the solid waste/environment sector, such as legal and governance structure of solid waste management and environmental laws and regulations and solid waste management institutions.
- At least one reference with solid waste management systems and specifically solid waste service contracts (planning, design and service contracts and key performance indicators for solid waste management, including collection, transport, treatment and disposal).
- Experience with solid waste data and data systems, including reporting and monitoring.
