Announcement Description

The World Bank and The Global Environment Facility (GEF) are supporting the Royal Government of Cambodia (RGC) on IDA-financed and GEF-additional financed project entitled Cambodia Sustainable Landscape and Ecotourism Project (CSLEP). The project commenced on October 17, 2019 with an expected closing date on December 31, 2025. In 2023, the project underwent the Mid-Term Review (MTR) from which the closing date has been extended to 31 December 2027.

Purpose of the consultancy

With both platform and software being operationalized under DGIS’s management, MoE is looking for a qualified and professional IT firm to provide technical support while ensuring security, regular updating, functionality, usability, maintenance, and sustainable operation of CEMIS and Decision Support System with specific responsibilities indicated in the Section below. This consultancy is intermittent starting with a one-year contract term with possibility for contract renewal until the end of project lifespan.

  • The prospective Consulting Firm is expected to meet the following minimum requirements:
  • Solid reputation of Organization and Staff/Credibility/Reliability/Industry Standing and general Organizational Capability
  • Strong financial stability
  • At least 7 years of work experience in developing a data and information management system and a web-base open-source platform
  • Experience in developing a user friendly, open-source platform (which is easy to use and update) for integrating spatial and non-spatial data in order to display, analyse and produce spatial information
  • Experience in designing and developing a data management mechanism such as data migration, development of solutions (dashboard, statistics) and data sharing services among internal and external clients
  • Excellent technical understanding of data management, data integration geo statistics, web mapping and GIS applicability for environmental data.
  • Strong knowledge of Cloud mapping systems like Earth Engine and knowledge of “zonation” decision support system
  • Robust knowledge of HTML, JavaScript/CSS/JQuery and skills in front-end development and UI/UX design
  • Solid database experience and development in Map server or GeoServer, SQL Spatial, Postgres/PostGIS and other open-source solutions

Submission Requirements

The consulting firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers, dated July 1, 2016, revised November 2017 and August 2018, and provisions stipulated in the financing agreement in consistency with the RGC’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed finance project/programs (PM) , promulgated through Sub-decree 181, dated December 2019. Only eligible and qualified firms will be invited to respond to a Request for Proposals.

Interested firms may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address or e mail below during office hours from 8:00 to 12:00 and from 13:30 to 17:30 hours, Monday through Friday, except public holidays. Expressions of interest must be submitted to the address by email or hard copy, no later than 2nd April 2025 before 17:30 hours.
