Announcement Description

The Royal Government of Cambodia has received financing from the World Bank to implement the Skills for Better Jobs (SBJ) Project. The Project aims to enhance the quality and relevance of skills among Cambodia’s workforce. Component 3 of the SBJ Project focuses on strengthening sector associations and expanding demand-driven training.

To support evidence-based monitoring and continuous improvement, the SDF is seeking a qualified consulting firm to conduct a Tracer Study of training beneficiaries and employers. The Tracer Study will involve four rounds of data collection (2026–2028) covering 1,000 graduates and 100 employers to assess training relevance, employment outcomes, and satisfaction.

Objectives of the Assignment

The objectives of this assignment are:

  • Evaluate employment status, income levels, and skill utilization of graduates.
  • Assess employer and trainee satisfaction with training programs.
  • Provide actionable recommendations to improve training quality and labor market alignment.

Scope of Work

The consulting firm will:

  • Design and implement a mixed-methods study (quantitative/qualitative).
  • Conduct four survey rounds, including data collection, management, and analysis.
  • Deliver inception and final reports with findings and recommendations.
  • Ensure ethical research practices and data confidentiality.

Key activities:

  • Develop survey instruments and sampling frameworks.
  • Train enumerators and manage fieldwork.
  • Clean, analyze, and visualize data using tools like STATA/SPSS.
  • Synthesize results into policy-oriented reports.

Duration

The assignment will run from November 2025 to February 2029, with annual renewals based on performance and project needs.

Bidder Eligibility

  • Firm Requirements:
  • At least 3 years of experience in tracer studies or labor market assessments
  • Proven expertise in M&E systems for education or skills development
  • Experience in quantitative and qualitative research methodologies
  • Capacity to conduct fieldwork in both urban and remote areas of Cambodia
  • Legal registration and authorization to operate in Cambodia.
  • Key Staff Profiles:
  • Team Leader: Master’s degree, 5+ years in survey research, leadership.
  • Field Managers: 5+ years managing large surveys, fluency in Khmer/English.
  • Data Managers: Proficiency in STATA/SPSS/R, data validation.
  • Report Writer: 7+ years drafting evaluation reports for development agencies.

Submission Requirements

The firm will be selected in accordance with the Consultants’ Qualifications Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers, September 2023.

  • Company Profile: Registration certificate, past projects (max 3, with references).
  • Team CVs: Highlighting relevant experience.
  • Technical Approach: Methodology (max 5 pages).
  • Work Plan: Timeline aligned with deliverables
