Announcement Description

The Royal Government of Cambodia (RGC) has received a Loan of USD 36.3 million from International Fund for Agricultural Development (IFAD) for financing the Project for “Accelerating Inclusive Markets for Smallholders Project (AIMS)” called Project, IFAD Loan No. 20000001751, for the project costs including Royal Government of Cambodia (RGC), Private Sector (including beneficiaries and private businesses) Co-funding are estimated at USD 61.6 million. The project will have two components and be implemented over 6 years. The Financing Agreement was signed on 28 February 2017 and became effective on the same date. The Project has additional financing for implementation, IFAD Loan No. 2000005221 and 2000005222. The Project Completion Date is 30 September 2027, and the Financing Closing Date is 31 March 2028. The Project goal is to enhance prosperity of Cambodian smallholder farmers through increasingly profitable links to agri-businesses and markets, with intermediate objective to increase returns from farming for smallholders, including poorer farmers and youth, through efficient public sector investment.

The Project is comprised of two components:

  1. Component 1: Value Chains Development (VCD). The objective of this component is to focus on brokering, facilitation, innovations development and capacity building support to inclusive growth initially of five higher value product value chains - covering food and non-food crops and livestock.
  2. Component 2: Value Chain Financing. The objective of this component is to stimulate increased private investment into the priority VCs by farmers, MSMEs, agricultural cooperatives, agribusinesses, services providers and others, and by providing them better knowledge to take on their own investment decision.

Summary

The selected partner will deliver business literacy training to 8,800 members across 18 provinces. The training course must cover four areas: Group Management, Business Planning, Marketing Management, and Financial Management.

The technical partner is responsible for the following activities and deliverables:

  • Farmer Training: Train 8,800 households and 135 business cluster facilitators in 18 provinces.
  • Pre- and Post-Assessments: Conduct assessments for all participants to measure knowledge and skills acquired. The goal is for participants' financial literacy to increase by at least 50%.
  • Technical Support: Assist trained farmers and business clusters in applying their knowledge to business planning, marketing, financial, and group management.
  • Linkage: Help trained farmers connect with market actors and partner financial institutions.
  • Collaboration: Work with other consultants to connect farmers with additional platforms for business literacy improvement.
  • Progress Report: Submit a completion report for each training round and a final report to the Project Management Office (PMO) and PDOC (Provincial Department of Commerce). All reports must be in English and provided in hard copy and electronic formats.

A consulting firm will be selected in accordance with as specified in procedures set out in the RGC Procurement Manual (PM) for Externally Financed Project in Cambodia Updated Version Dec 2019 and procurement handbook. The assessment of Expressions of Interest (EOIs) and the shortlisting of consulting firm(s) will be based on three main criteria: management competence, technical competence, and geographic competence. To ensure a transparent and efficient evaluation process, interested and eligible firms are encouraged to provide relevant information under each criterion.

Eligibility

  • Qualification for the Consultancy Firm:
  • Experience in Digital Literacy Training: At least 3 years of experience in providing digital literacy training services specifically to producer groups or farmer organizations in Cambodia.
  • Knowledge in Agricultural Value Chain: Understanding in project implementation in Cambodia, particularly in agricultural value chain development.
  • Business Support Services: Extensive experience in delivering comprehensive business support services (e.g., Group Management; Business Planning; Marketing Management; Financial Management, Leadership, etc. to farmers or farmer organizations.
  • Donor Project Management: Strong understanding of donor-funded projects, including documented experience with implementation, financial management, and detailed reporting requirements. Hands-on project management experience is mandatory.
