Consultant to Support HPV Vaccine Introduction by the National Immunization Program (1 Position)

The Consultant will provide technical assistance to the CHAI Vaccines program, to support the NIP to successfully introduce and routinise HPV vaccination. The Consultant will support to strengthen the availability, quality and use of target population data, with a focus on data for girls currently out of school (OOS) to ensure that all eligible population are reached with HPV vaccination. This would entail an assessment of the availability of up to date local data on out of school (OOS) girls, as well as school population data across specific age groups of school girls (aged 9 to 18 years) in both public and private schools. The assessment should also consider availability of facilitating structure(s) between Health, Education, and local administrations at provincial, district and commune Sangkat levels that could facilitate annual data collection of target school girls and OOS girls for planning and implementation of HPV vaccination. The Consultant will subsequently engage with sub-national administrative and education structures to facilitate required data and help to establish a mechanism for routine data collection, monitoring and evaluation to inform service delivery planning and implementation of HPV vaccination.
- Assess routine and multi-age cohort target population from schoolteachers and VHSGs/village chiefs to identify challenges/gaps with the current registration process, including comparison with MOEYS registration data, and other administrative data and develop recommendations for improvement of data collection and review to inform HPV vaccination.
- The consultant should conduct a literature review and identify key stake holders for field assessment (such as Village Chief, Commune Committee for Women and Children (CCWC), School Principals, Provincial Social Affairs Department, Provincial Education Youth and Sport Department or the data sources such as Commune Database, Education Management Information System (EMIS) etc., to identify potential reliable data sources particularly on OOS girls and document gaps from routine cohort introduction for future improvement.
- Assess the availability of functional facilitating structure (s) between Health, Education, and local administration at provincial, district, and commune Sangkat level that could facilitate data collection of schoolgirls and OOS girls for planning and implementation of HPV vaccination.
- Assess the effectiveness of integrated registration of 9-year-old girls (schoolgirls and OOS girls) with COVID-19 for people 40 years and above, as well as vaccination status for children under 2 years of age.
- Support NIP to build capacity of sub-national EPIs to develop service delivery microplans based on available target population data, particularly for OOS girls
- Leveraging the findings from the assessment of target population data, support to develop an OOS girl strategy that clearly depicts recommended data collection and analysis mechanism
- Support monitoring and evaluation of reach of HPV vaccination through analysis of coverage data analysis post-implementation as well as tracking of HPV vaccination implementation by national and sub-national levels, in accordance with operational plans.
- Qualifications
- Bachelor's degree in a relevant field (Public Health, Education Administration, Public/Social Administration, or other relevant areas related to the above key responsibilities.
- Work Experiences
- Minimum of 5 years of work experience in public health, health systems strengthening, Education System strengthening, provincial administration, and other relevant areas related to the above key responsibilities above.
- Experience in monitoring and evaluation and/or experience working with Government at national and/or sub-national levels and/or CSOs.
- Strong interpersonal and communication skills, ability to build strong and effective working relationships with government and CSO representatives.
- Good command of written and spoken English for business purposes, including the ability to prepare and present compelling presentations.
- Proficiency at Microsoft Word, PowerPoint, Excel and/or other data-analysis tools.
- Proficiency in written and oral communication in Khmer.
- Experience working at provincial, district and commune level is an advantage.
