Association’s Purpose:

The Independent Democracy of Informal Economy Association(IDEA) was established in 2005 to represent informal workers; particularly Tuk Tuk drivers, motor-taxis and taxi drivers, street vendors and domestic workers. These groups otherwise have little or no voice to represent them against the government. IDEA aims to improve the rights and working conditions of its members by providing advocacy and mediation to groups and individuals, and by educating and empowering members to negotiate with authorities when conflicts arise. IDEA also organizes members to campaign on issues affecting them, such as health and safety at work, access to social security, and government policies which affect workers’ business and human rights. Some examples of successful campaigns include: reduction to gasoline price, abolition of electric cars in Siem Reap, abolition of a daily tax on street vendors, and inclusion of informal workers in the national social protection schemes.

IDEA was official recognized by Ministry of Interior on April 18, 2006. To date, IDEA has more than 15,000 active members.

One of IDEA’s main achievements includes that in 2022 the Government agreed to start a pilot project which does entitle Tuk Tuk drivers and domestic workers for contribution-based social protection. Roll-out to other branches in the informal sector is expected after a successful pilot phase. Main efforts are also directed to enhance equality for women workers in the informal sector in Cambodia by mobilizing women, transforming gender relations within union structures, and changing attitudes and values about women and work.

Proposed Methodology:

A brief, but not exhaustive, methodology is presented below. Please note, that the methodology can be adapted and revised after further consultation with the team of IDEA.

  • Exhaustive desk research of relevant literatures:
  • Policy, legal and regulatory frameworks on social protection;
  • Female informal economy workers: size, significants, working conditions, vulnerability, earnings, life circumstances, impact of the Covid-19 pandemic, etc.;
  • Cchallenges in expanding social security to female informal economy workers;
  • Minimum wages implementation methods, best practice examples and recommendations for Cambodia.
  • Structured or semi-structured interviews using a survey questionnaire with female informal economy workers in urban and rural areas.
  • Iinterviews with subject matter experts, if necessary.

Expected Results and Timeline:

  • A well-written report in English of no longer than xx pages (excluding annexes) in the following format: I) Cover page, II) Eexecutive summary III) Description of methodology IV) Results and Recommendation V) Conclusion.
  • A presentation of the final draft report to IDEA and partners to collect comments which should be integrated if and where appropriate to finalize the study report.
  • Duration : The entire duration of the job assignment will be from 18 Apr 2023 to 12 May 2023.

Travel and Llocation of Work:

The work may be performed primarily from home, but may require travel to the provinces depending on the consultant's methodology. Preference will be given to applicants from Cambodia.

Budget:

The total budget for this job assignment may not exceed USD 6,500. Aapplicants must provide a detailed financial proposal with a breakdown of consulting costs, taxes (if applicable) and other costs (translation, logistics, etc.).

Bidder Eligibility

  • Job Requirements and Qualifications:
  • Advanced university degree in Political Science, Social Sscience and related disciplines;
  • Relevant working or research experience in the field of social protectionn, minimum wages and gender equality ;
  • Track record of research or other technical consultancy in the areas of social protection, labor protection, informal economy, and gender equality;
  • A robust methodological background in a range of research tools, data analysis and statistical skills;
  • Track record of publications, especially in social protection;
  • Excellent report writing skills in English.
  • Key Attributes:
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as commitment to equality.
  • Ability to demonstrate an openness and willingness to learn about women's rights, and diversity in all aspects of development work

  • CV/company profile with contact details for 3 references;
  • Examples of prior similar work (with links or attachment to the publication);
  • Ttechnical proposal explaining methodology, scope of work and timeline;
  • The financial proposal must include a net total amount in U.S. dollars that includes consulting fees and all associated costs (e.g., travel, lodging, etc.).
