Background

Swipe Safe is an evidence-led online safety program developed by child protection experts at ChildFund aimed at children, young people, parents/caregivers, and protective partners. 

First developed in Vietnam, Swipe Safe played a pivotal role in strengthening the country's child protection programming by empowering children, young people and their enabling environment to recognize online risks and navigate the digital environment safely.

Building on the success of the Swipe Safe in Vietnam, Swipe Safe expanded to the Solomon Islands and most recently in 2022 saw the expansion of Swipe Safe across Southeast Asia to Cambodia, Indonesia and Timor-Leste. Swipe Safe is a flagship approach for ChildFund – expanding reach and impact is a key strategic priority for the organisation.

Consultant Swipe Safe Gender Equality, Disability and Social Inclusion Review

Position Summary

Scope of Review

The timing of this review is strategically positioned to ensure its relevance and effectiveness. It takes place during Q2 and Q3 year 2 of the regional Southeast Asia project precisely as part of the mid-term review, new phase for Solomon Islands and project design for Fiji. This choice allows us to assess our progress and make necessary adjustments at a critical overview in the program's lifespan. By conducting the review, we position ourselves to drive meaningful impact and maximize the effectiveness of our online child protection initiatives.

Below is the more detailed scope of review to be conducted:

  • Review of Training Materials: Evaluate the existing training materials (including 4 manuals, handouts, videos, and slides) used in Swipe Safe and assess their alignment with GEDSI principles. Identify gaps and recommend practical improvements to enhance GEDSI.
  • Swipe Safe App Review: Conduct a review of the Swipe Safe mobile application, assessing its accessibility and usability for individuals with disabilities and other marginalized groups. Provide recommendations for enhancing the app's GEDSI features and user experience.
  • M&E Tools Assessment: Examine the program's current M&E tools and systems, with a focus on how they capture GEDSI-related data. Provide recommendations for how the program can better measure GEDSI transformative change.
  • Strategic Guideline Development: Develop a one-page GEDSI strategy and commitment for the Swipe Safe flagship program. This one-pager should outline the program's commitment to GEDSI and how GEDSI principles are integrated into all program aspects. Additionally, it should provide clear, actionable recommendations to ensure the integration of GEDSI principles.
Requirements - Skills, Qualifications, Experience
  • We are seeking a qualified consultant with the following criteria:
  • A graduate degree in a relevant field (such as development studies, gender studies, etc.).
  • A minimum of 5 years of experience in gender equality, disability, and social inclusion.
  • An understanding of intersectionality issues related to GEDSI.
  • Proven practical and technical expertise in research and GEDSI review.
  • Proficiency in information analysis and the ability to produce compelling reports.
  • Desirable: foundational understanding of child online protection and/or working on child/youth development programs.
