Evaluation Purpose/Usage
Using the findings of the evaluation, we aim to:
- Be accountable and provide space for our rightsholders and stakeholders to share their feedback, perspectives and changes made by the project.
- Make use of findings for learning to improve future programming of ActionAid Cambodia and its partners.
- Present proof of impacts to our contributors and seek collaboration for further engagement and improvement in the future.
Objective of Evaluation
The overall objective of the evaluation is to measure effectiveness and document the changes contributed by the project. The evaluation will specifically focus on:
- To assess the effectiveness of the implementation and expected results, including determining the end-line value of the project indicators
- To check out the relevancy, coherence, efficiency and impacts of the interventions of the project.
- To seek and document best practices and other key learning and draw feasible recommendations.
- Documentation of the case studies person with disability
Methodology
ActionAid Cambodia prefers to see robust and participatory methodologies which can collect accurate data and engage everyone, including the project team, rightsholders with the extract number indicated in annex 1 and key stakeholders in the process as much as possible. It is not limited to but preferably presents at least the following data collection methods that should be deployed: (see more details in the ToR attached below)

- Qualification of Consultant Team
- ActionAid is seeking an experiences consultant team with the following qualification:
- Comprehensive knowledge and research experiences relevant to the field of the project
- At least 5 years of experience in conducting evaluation.
- Have excellent written and spoken English skills and demonstrated ability in writing briefing papers and other information products.
- At least master’s degree in a related area, preferably in labour rights and decent work, social science or gender and women's rights analysis and other relevant fields.
- Experience in developing and managing both quantitative and qualitative methods
- Able to examine, process and precisely dissect huge data, give brief outlines and clarify the importance of that data
- Ability to be flexible with time and work schedule and attention to meet tight deadlines
- In-dept knowledge, skills and comprehensive experiences in monitoring and evaluation.
- Commitment to AAC's Child Protection and SHEA and Safeguarding policy
