PURPOSE OF THE EVALUATION
The Mid-Term Review (MTR) of the NSP-BPC-3 evaluates the plan's progress, identifies issues and challenges affecting its implementation efficiency, and makes recommendations for necessary changes. This review takes place at the midpoint of the plan's implementation to improve delivery for the remaining duration. It also suggests amendments, if necessary, to enhance implementation arrangements and institutional linkages, contributing to the effective and sustainable performance of the NPEH under the MoH.
OBJECTIVES OF THE MID-TERM REVIEW
The specific objectives of the MTR of the NSP-BPC-3 are to:
- Evaluate progress towards achieving set goals and targets within NSP-BPC-3.
- Identify and address issues and challenges hindering the efficient implementation of the plan.
- Provide recommendations for necessary changes to enhance implementation efficiency.
- Enhance delivery and performance for the remaining duration of the plan through a mid-term review.
- Propose amendments to improve implementation arrangements and institutional linkages as required.
- Contribute to the effective and sustainable performance of the NPEH under the MoH.
SCOPE OF THE MID-TERM REVIEW
The scope of the mid-term review includes assessing the performance of NSP-BPC-3 since its inception by evaluating its goal, strategies, objectives, outcomes, and impact as outlined in relevant documents. This assessment aims to ensure alignment with the constitutional mandate and mission of NPEH-MoH. Additionally, the review will cover NPEH's activities related to the plan's overarching goal, six strategic areas, six strategic objectives, and 25 strategies.

CONSULTANT
The assigned individual or team must possess a minimum of a Master’s Degree In Public Health or a management-related discipline, along with a decade of experience specifically in health and blindness prevention reviews. They should have a robust background in evaluating health and eye health system-related projects.
