Announcement Description

The National Program for Eye Health (NPEH) was established in 1994 by the MoH to take responsibility for developing and implementing a series of National Prevention and Control of Blindness (PBL) Action Plans and to coordinate all eye care activities in Cambodia. NPEH sits under the Department of Preventive Medicine (DoPM) of the structure of the Ministry of Health (MOH), and it was classified as a Non-Communicable Disease (NCD) of the health sector group. The NPEH works to build institutional capacity across government and non-government sectors and to provide technical support for eye health program activities.

In collaboration with MoH, NGOs, WHO, IAPB, and NPEH, the National Strategic Plan for Blindness Prevention and Control 2021-2030 (NSP-BPC-3) was developed. The plan underwent finalization, received approval from the MoH, and was officially launched on 27 May 2022. This marks a significant advancement for eye care program in Cambodia, offering a platform for partnerships and serving as a guiding framework for establishing indicators and implementing robust monitoring and evaluation mechanisms.

As institutions evolve, it becomes crucial to regularly review their strategic direction to maintain relevance within their spheres of influence. In line with this, NPEH recognizes the importance of strengthening its institutional capacity by reviewing and updating NSP-BPC-3 to align with current priorities in blindness prevention and reflect the commitment policies of the new Government of the Kingdom of Cambodia, where health is a top priority. NPEH intends to undertake this strategic plan review with the assistance of a consultant.

Summary

PURPOSE OF THE EVALUATION

The Mid-Term Review (MTR) of the NSP-BPC-3 evaluates the plan's progress, identifies issues and challenges affecting its implementation efficiency, and makes recommendations for necessary changes. This review takes place at the midpoint of the plan's implementation to improve delivery for the remaining duration. It also suggests amendments, if necessary, to enhance implementation arrangements and institutional linkages, contributing to the effective and sustainable performance of the NPEH under the MoH.

OBJECTIVES OF THE MID-TERM REVIEW

The specific objectives of the MTR of the NSP-BPC-3 are to:

  • Evaluate progress towards achieving set goals and targets within NSP-BPC-3.
  • Identify and address issues and challenges hindering the efficient implementation of the plan.
  • Provide recommendations for necessary changes to enhance implementation efficiency.
  • Enhance delivery and performance for the remaining duration of the plan through a mid-term review.
  • Propose amendments to improve implementation arrangements and institutional linkages as required.
  • Contribute to the effective and sustainable performance of the NPEH under the MoH.

SCOPE OF THE MID-TERM REVIEW

The scope of the mid-term review includes assessing the performance of NSP-BPC-3 since its inception by evaluating its goal, strategies, objectives, outcomes, and impact as outlined in relevant documents. This assessment aims to ensure alignment with the constitutional mandate and mission of NPEH-MoH. Additionally, the review will cover NPEH's activities related to the plan's overarching goal, six strategic areas, six strategic objectives, and 25 strategies.

CONSULTANT

The assigned individual or team must possess a minimum of a Master’s Degree In Public Health or a management-related discipline, along with a decade of experience specifically in health and blindness prevention reviews. They should have a robust background in evaluating health and eye health system-related projects.

Submission Requirements

SCHEDULE OF PAYMENT

Financial Proposal must express the professional fees for the assignment. All other costs such as transportation costs, food allowances, accommodation, communications, etc. will be covered directly by the NPEH. Payment shall therefore be made according to the following deliverables:

  • 40% after submission and acceptance of the Inception report;
  • 40% after submission and acceptance of the draft report;
  • 20% after submission and acceptance of the final report.

MANAGEMENT OF THE MID-TERM REVIEW

The NPEH will oversee and coordinate the Mid-term Review exercise. They will provide administrative support including compiling and forwarding all the necessary documents, organising meetings with stakeholders and coordinating travel and any other necessary logistical arrangements. They will also liaise with NPEH Leadership Group for inputs as needed.
