Consultant for Mentoring Program in Leadership and Advocacy Capacity for Community Leaders

Objectives:
To develop and implement the mentoring program for building the capacity of community leaders (Networks/FoNPAMs and DFoNPAM) and implementing their role in leadership and advocacy in strengthening the community engagement and empowerment of PLHIV and KPs at all levels.
Scope of works:
The consultant will be responsible for the following tasks:
- Produce an inception work plan and timeline to perform the assignment.
- Review the documents of the previous capacity-building program for Networks/FoNPAMs and DFoNPAMs.
- Conduct rapid assessments to identify specific leadership and advocacy needs of community leaders, including the Networks/FoNPAMs at the national level of CNPUD, BC, NEWN, CPN+, YKP, and DFoNPAMs at the subnational level in four priority provinces: Phnom Penh, Battambang, Banteay Meanchey, and Siem Reap.
- Design a mentoring program that addresses identified needs, focusing on leadership skills, advocacy techniques, and community engagement strategies.
- Conduct various mentoring sessions with individuals and groups of Networks/FoNPAMs and DFoNPAMs leaders.
- Produce the final report of the assignment.
Key deliverables:
The successful candidate will deliver the following deliverables:
- A rapid assessment report of Networks/FoNPAMs and DFoNPAMs in leadership and advocacy capacity - Leadership strengths, gaps, and development areas.
- Mentoring programs, sessions, and materials for conducting mentoring with the individual and group of community leaders - Interactive sessions focused on leadership skills, communication, decision-making, or team dynamics.
- Conduct a number of mentoring sessions as agreed upon in the work plan and timeline.
- Final report of the mentoring program.
Duration and timeframe:
The consultancy assignment is expected to start in Mid-June until July 2025. The consultancy is expected to be completed within 25 days.
Bidder Eligibility
- The minimum qualifications and experience required are:
- Advanced degree in human resource development, leadership, management, and advocacy.
- Understanding of the HIV program response context.
- Proven experience in conducting capacity building through various methods for various group community leaders.
- Experience in design and running mentoring programs
- Excellent analytical, critical thinking, and communication skills.
- Fluency in Khmer and English.
