Consultant for Development of Safeguarding Training Package and Training of Trainers
Objective
To provide an accessible and relevant tailored safeguarding training programme package for Damnok Toek and deliver a Training of Trainers (ToT to key safeguarding focal points).
Timeline
It is anticipated that this consultancy will be completed in 15-20 working days during the months of August and September 2025:
- 10-12 working days for development of the training package and toolkit
- 5-8 days for development and delivery of the TOT
- 1 day for the development of the practical session with DT’ Safeguarding Committee
Reporting
The consultant will report to DT’s Executive Director
Collaboration
The consultant will collaborate with the Social Work Lead in the initial phase of the consultancy as well as with other assigned staff with responsibility and/or knowledge of Safeguarding.
- Scope of Work
- Develop and deliver Khmer language safeguarding training package and toolkit for Damnok Toek. Note the training programme and tools should also be accessible for low literacy participants.
- Conduct Training of Trainers (ToT) for safeguarding focal points, providing all support and materials for the trainers.
- Provide follow-up on the implementation of the training and provide advice to the Safeguarding Committee members during this process to ensure safeguarding knowledge is embedded into the organisation.
- Deliverables
- Safeguarding training package should include material and training guidelines for sessions including, at least, the following contents in line with existing DT policies:
- Definitions and Principles of Safeguarding and PSEA
- Safeguarding standards (adapted to each branch and type of program beneficiaries)
- Roles and responsibilities
- Safe locations
- Safe people
- Detecting and addressing safeguarding concerns
- Prevention and how to report safeguarding concerns
- Safeguarding risk register and integrating safeguarding into operational and programme planning and implementation
- The training package should include case studies and participatory exercises
- Training of Trainers on Safeguarding
- Deliver TOT to selected staff (in Khmer language) who will be responsible to train other colleagues in each branch.
- Safeguarding Committee practical session
- Facilitate a practical session with Safeguarding Committee members to conduct risk assessment to identify potential vulnerabilities and develop mitigation strategies to ensure safety and protection of all beneficiaries.
- Help develop and integrate best practices and methodologies of work to address potential cases of abuse and conduct pertinent investigations.
- Demonstrated knowledge of international safeguarding standards and best practices.
- Proven experience in developing and delivering safeguarding training, with a focus on prevention, support, detection, and survivor-centred approaches
- Experience with developing tailored and participatory training programmes and tools
- Demonstrated experience of delivering technical training
- At least three references from development/humanitarian organisations
- Fluent in spoken and written Khmer with demonstrable experience of articulating technical concepts in Khmer language
- Ability to work within tight deadlines and manage multiple priorities
