The increasing frequency and severity of natural disasters worldwide underscore the urgent need for effective Disaster Risk Reduction (DRR) education. Integrating DRR into educational curricula is essential for building community capacity and resilience, empowering individuals to anticipate, prepare for, respond to, and recover from disasters. This need is further intensified by the impacts of climate change and urbanization, highlighting the importance of robust disaster risk management (DRM) strategies. This concept note outlines a framework for creating a comprehensive training manual aimed at enhancing the capacity of the National Committee for Disaster Management (NCDM) in Cambodia. The manual will serve as a guide for trainers to develop and deliver a curriculum that meets identified needs in disaster risk management while aligning with national and international frameworks.

The Sendai Framework for Disaster Risk Reduction (2015-2030) acts as a global roadmap for reducing disaster risks and losses. It emphasizes the significance of understanding disaster risks, improving governance in disaster management, investing in risk reduction, and enhancing preparedness for effective responses.

Several Sustainable Development Goals (SDGs) are closely linked to DRR, particularly Goal 11 (Sustainable Cities and Communities) and Goal 13 (Climate Action). Incorporating DRR training into development plans is crucial for advancing these objectives.

One key component of the Early Warnings for All (EW4ALL) initiative, launched in 2022, aims to ensure that everyone globally has access to early warning systems by 2027. This initiative highlights the importance of disaster risk knowledge and the necessary capacity building to support it.

Consultant for Development of Disaster Risk Management Manual

Scope of Work for the Selected Consultant

The selected consultant will be responsible for the following tasks in the development of the Disaster Risk Management (DRM) Manual:

  1. Inception Report Development:
  2. Prepare an inception report outlining the objectives, methodology, and scope of the training manual.
  3. Identify key stakeholders and outline a communication strategy.
  4. Desk Review
  5. Conduct a comprehensive review of existing materials, frameworks, and best practices related to disaster risk management.
  6. Analyze relevant documents, including national and international guidelines, laws, and strategic action plans.
  7. Key Informant Interviews (KII)
  8. Design and conduct interviews with relevant stakeholders, including NCDM officials, NGOs, and community leaders.
  9. Gather insights on existing training needs, challenges, and best practices in disaster risk management.
  10. Manual Development
  11. Develop a detailed outline of the manual based on findings from the desk review and stakeholder interviews.
  12. Create content for each key topic identified in the manual, ensuring it aligns with national and international frameworks.
  13. Consultative Review
  14. Facilitate workshops or meetings to present draft content to stakeholders for feedback.
  15. Incorporate stakeholder input into the final draft of the training manual.
  16. Finalization of the Manual
  17. Revise the manual based on feedback received during the consultative review phase.
  18. Ensure the manual is comprehensive, coherent, and user-friendly.
  19. Endorsement Process
  20. Prepare a presentation for the NCDM and relevant authorities to seek endorsement of the final manual.
  21. Address any additional feedback or revisions requested during the endorsement proces

Bidder Eligibility

  • Qualifications and Experience
  • Master’s Degree: Advanced degree in disaster management, climate change, rural development, natural resource management, education, or related fields.
  • Professional Experience: Minimum of 10 years of experience in developing Disaster Risk Reduction (DRR) or climate-related curricula, or other similar training materials.
  • Communication Skills: Strong verbal and written communication skills, with the ability to facilitate discussions effectively.
  • Knowledge Base: Familiarity with gender issues, protection, social inclusion, climate change, and ecosystem management and restoration.
  • Capacity Building: Proven experience in identifying and establishing institutional capacity-building initiatives.
  • Collaborative Experience: Demonstrated ability to work collaboratively with government agencies, international organizations, and community leaders.
  • Evaluation Criteria
  • Educational Background: Assessment of relevant academic qualifications.
  • Curriculum Development Experience: Evaluation of experience in developing curricula or similar training materials.
  • Communication and Facilitation Skills: Review of demonstrated communication and facilitation capabilities.
  • Portfolio of Previous Work: Submission of samples from previous assignments related to training or curriculum development.

Submission Requirements

Step 1: Application Submission

  • Announcement: Publicly announce the consultancy opportunity through relevant channels, including websites, professional networks, and social media.
  • Application Package: Interested candidates must submit a complete application package that includes:
  • Updated CV or resume.
  • Cover letter detailing relevant experience and qualifications.
  • Samples of previous work related to curriculum development or disaster risk management.
  • Proposed methodology and timeline for the consultancy.

Step 2: Initial Screening and Shortlisting

  • Screening Committee: Form a committee to review applications based on predefined qualifications and criteria.
  • Evaluation Criteria: Assess applications against the following:
  • Educational background and relevant degrees.
  • Years of experience in developing DRR or similar training materials.
  • Quality of previous work samples.
  • Communication and facilitation skills.
  • Shortlisting: Create a shortlist of candidates who meet the minimum qualifications and demonstrate the strongest potential to fulfil the consultancy’s objectives.

Step 3: Interviews and Final Selection

  • Interview Process: Conduct interviews with shortlisted candidates to further assess their suitability. This may include:
  • Evaluating their understanding of disaster risk management concepts.
  • Discussing their proposed approach to developing the DRM manual.
  • Assessing their communication and interpersonal skills.
  • Final Decision: The selection committee will review interview performance and make a final decision. The selected consultant will be notified, and the terms of the contract will be discussed and finalized.

These steps aim to ensure a transparent, fair, and effective selection process for recruiting a qualified consultant to develop the DRM manual. The candidate will be selected in accordance with the procedure set out in the SOP and Procurement Manual (PM).
