Scope of Work
The consultant will be engaged to support the enhancement and implementation of the MIS e-Training platform in Cambodia.
The consultant will work closely with CNM and FHI 360 to improve the functionality of the MIS e-Training module, integrate standardized digital training materials, and support pilot implementation in three STRIDES target provinces: Kampong Speu, Siem Reap, and Preah Vihear.
The assignment will include technical enhancement of the platform, integration of learning materials, development of learner monitoring features, and support for implementation and monitoring activities.
The consultant will coordinate with CNM technical units to ensure the e-Training platform aligns with malaria surveillance, diagnosis, case management, and response priorities. The consultant will also ensure that the enhanced platform supports interactive learning, learner assessment, certification, and real-time monitoring of training participation and performance.
The consultant will report to the STRIDES Technical Lead (or Technical Monitor) under FHI 360 and will work in close coordination with CNM technical units throughout the assignment.
Eligibility
- Minimum Qualifications
- Bachelor's degree in information technology, Computer Science, Public Health Informatics, Health Information Systems, or related fields.
- Minimum 5 years of experience in health information systems, software development, MIS, or digital learning platforms.
- Demonstrated experience in web and mobile application development and system enhancement.
- Experience working with health sector stakeholders, preferably within Cambodia’s Ministry of Health systems.
- Experience developing dashboards, reporting systems, and user management features.
- Strong analytical, problem-solving, and communication skills.
- Ability to work collaboratively with technical and non-technical teams.
- Proficiency in Khmer (spoken and written) required for direct engagement with CNM technical units and subnational health stakeholders.
- Desirable Qualifications
- Prior experience working with malaria information systems or surveillance systems.
- Experience working with CNM and/or Ministry of Health programs.
- Familiarity with e-learning systems and learning management systems (LMS).
- Experience supporting U.S. Government-funded projects or global health security programs.
