BORDA is a German NGO with offices in more than 20 countries worldwide. BORDA has been active in Southeast Asia since late 1980s – with the aim to improve the living conditions of disadvantaged communities and to keep the environment intact through the expansion of sanitation services in the areas of decentralised sanitation, wastewater, faecal sludge, solid waste management and holistic livable city planning. We work with local governments and enterprises to improve communal planning processes, sanitary supply structures and services in cities at variety of scales and applications.

Project Background

BORDA (Bremen Overseas Research and Development Association) is a German NGO established in 1977 in Bremen, Germany. Since 1988, BORDA has been active in Southeast Asia, beginning with its first collaboration in Indonesia, and has since expanded to Cambodia, Laos, Vietnam, the Philippines, and Thailand. Over four decades, BORDA Southeast Asia (BORDA SEA) has implemented more than 1,000 projects in decentralised sanitation, wastewater and faecal sludge management, solid waste management, integrated urban water management, stormwater management, and holistic liveable city planning.

Today, BORDA SEA works through offices in Cambodia and Laos, in partnership with local governments, communities, and development agencies, to deliver innovative, decentralised, and nature-based solutions that improve public health, enhance climate resilience, and foster sustainable urban and rural environments.

To strengthen the capacity of sub-national and national government in Cambodia, BORDA Cambodia will organize a two-day capacity development training for government officials from Chbar Mon, Kratie, and Senmonorom municipalities, together with national-level officials from relevant ministries in Phnom Penh.

BORDA is seeking an independent consultant or a consulting firm to provide capacity development training on Climate Risk Assessment Tools for Government Officials in Cambodia (location: Phnom Penh, venue to be confirmed).

Purpose

The purpose of this assignment is to strengthen the knowledge and skills of government officials at both sub-national and national levels on climate risk assessment. The training will provide participants with practical capacity to identify, analyze, and address climate risks by using assessment tools developed by BORDA.

Objectives

The consultant/firm will:

  • Provide capacity development for government officials on climate risk assessment tools.
  • Follow the training guidelines and materials already developed by BORDA.
  • Translate existing training materials from English into Khmer.

Scope of Work

The consultant/firm will be responsible for:

  • Reviewing and translating the existing tools and training material from English into Khmer.
  • Delivering a two-day training to government officials from Kratie, Chbar Mon, and Senmonorom cities, together with national representatives from MPWT and MoE, in line with BORDA’s training guidelines.
  • The training will include the following modules:
  • Module 1: Hazard Assessment
  • Module 2: Impact Assessment
  • Module 3: Risk Assessment
  • Module 4: Action Plan
  • Conducting pre- and post-tests to assess knowledge gained.
  • Preparing a comprehensive training report.

Deliverables and Payment Schedule

  • Final training materials in both English and Khmer.
  • Training evaluation report (including pre- and post-test analysis).
  • Comprehensive training workshop report.

Payment will be made in 2 (two) installments: 50% upon approval of the final training material in both English and Khmer), 50% after all deliverables are revised and approved by BORDA.

Timeline

  • The service duration will be twenty-five (25) days.
  • Period of assignment: 19th September– 21st October 2025.

Budget

The total budget for this consultancy is up to USD 4,600, inclusive of all taxes, fees, and expenses. BORDA will be responsible for organizing the training workshop (venue, refreshments, and travel/accommodation of participants).

Bidder Eligibility

  • Qualification
  • The consultant/firm shall have:
  • A master’s degree in environmental science, Climate Studies, Urban Planning, Development Studies or related fields (PhD an advantage).
  • At least 5 years of professional experience in climate risk assessment and capacity building.
  • A proven track record in developing and applying climate risk assessment tools.
  • Experience delivering capacity development training, preferably for government institutions.
  • Strong communication skills in both English and Khmer.

  • Methodology & Plan:
  • Demonstrated understanding of this ToR and proposed methodology.
  • Inclusion of an initial work plan with a clear timeline and milestones.
  • Ability to effectively deliver capacity development training on climate risk and tools.
  • Demonstrated capability to translate technical content into Khmer and adapt materials for government audiences.
  • Relevant qualifications and training experience.
  • Expertise & Experience:
  • Master’s degree required; PhD an advantage.
  • Minimum 5 years of relevant professional experience.
  • Track record of successful training with (I)NGOs, government, or development partners.
  • Strong communication skills in both English and Khmer.
  • Financial Proposal (30%)

Submission Requirements

Reporting

The selected consultant will report directly to the BORDA Cambodia Country Director or the designated representative and coordinate closely with the BORDA Cambodia team. Regular progress updates and meetings will be required as specified in the inception report and mutually agreed-upon work plan.
